SAIC is seeking a Program Control Team Manager in San Diego, California.  The position involves significant interaction with Project Management, contracts personnel, senior technical personnel and other functional support organizations (including accounts receivable, accounts payable, subcontracts, and procurement).

Job Description:  

The successful candidate will manage a team of program control staff while participating in the planning, tracking, analysis, and reporting on multiple projects of varying contract type, size, and complexity; will also assist in complying with company financial policy implementation, participate in cost/schedule baseline development and management, support data analysis and reporting.

Job Duties include:

  • Directly manage program control analysts, effectively managing a team to include training and developing staff while providing oversight and support and working with program and division management in assisting in problem solving.
  • Participates in the development of solutions to a variety of tasks moderate in scope and complexity.
  • Reports detailed information, analyzes financial data in support of project cost/schedule status and follows established procedures while contributing to the completion of organizational projects and goals.
  • Ability to analyze and reconcile cash flow, profitability, invoicing, unbillable, costs on hold, subcontracts on a monthly basis and attend briefings with functional staff to validate current project status.
  • Provide accurate sources of revenue data for inclusion in quarterly forecast exercises.
  • Ability to build and maintain bottom’s up estimate at completions on all project types, meet deadlines for submissions, certifications and provide management with ongoing status of EACs.
  • Ensures adherence to Generally Accepted Accounting Principles (GAAP), Sarbanes-Oxley and all corporate policies and procedures as they relate to contract performance and financials.
  • Prepares written and verbal reports to management regarding cost schedule variances.


Required Education & Experience:  

  • Bachelor's Degree from an accredited university in Program Management or Business Administration with emphasis in Finance, Accounting or a related discipline AND ten (10) years of experience in a similar role, and experience in managing finance staff, OR
  • Masters and eight (8) years of experience in a similar role, and experience in managing finance staff, OR
  • PhD or JD and two (2) years of experience in a similar role, and experience in managing finance staff

Required Skills: 

  • Candidate must have supervisory experience of at least 3 years in program control.
  • Candidates must possess a strong background working with multiple contract Types.
  • This position requires a working knowledge of Government Contracting, the Project Control field and the ability to complete assignments of moderate complexity on time within a fast paced environment.
  • Ability to learn new process tools, multi-task and remain unflustered by competing time, project manager, SOX and management requirements.
  • Requires mastery of basic MS Office Software (Word, Excel and PowerPoint).  Prefer a working knowledge of Cost Point and Cognos.
