SAIC is seeking a Mid-level Systems Engineer in San Diego, CA.  

This is a supporting role position for the Naval Information Warfare Center (NIWC) CAMEO Project. CAMEO Supports NAVAIR PMA 275 V-22 program office and is responsible for aviation logistics environment software design, development and deployment.

The Systems Engineer will support the SSC Pacific CAMEO project which is focused on improving aviation logistics through data-driven initiatives for the V-22 Osprey. This position will support multiple facets in systems engineering with working knowledge in project management, document development, technical assessment, risk management and various SE activities. The candidate shall assist the systems architect and team in formulating and assessing current and future needs of the project, conducting analysis of alternatives, and contributing to the development of the project roadmap.

Job Duties Include:

  • Perform as a system engineering lead/liaison for an assigned product line
  • Conduct assessments of new and revised external stakeholder mission/user needs, author policies, directives, and other stakeholder guidance, and identify latent and emerging needs in advance of change
  • Conduct capabilities assessments using the most current architecture standards and guiding principles from Government and private industry
  • Conduct capability gap assessments (i.e., evaluate the difference between architecture needs and current-funded capabilities) and conduct technology gaps assessments (i.e., evaluate the difference between capability gap and available or forecasted technology solutions)
  • Understand Conditioned Based Maintenance (CBM+) needs and requirements
  • Understand and develop required technical and supporting CAMEO documents
  • Update existing program documents and incorporate RMF and Cybersecurity into current documents
  • Assist in reviewing test procedure documents and provide feedback. Assist test lead as needed.
  • Work closely with CAMEO operations lead and assist as needed to support the deployment of CAMEO software.
  • Apply working knowledge in Model Based Systems Engineering (MBSE) by developing and reviewing architectures.
  • Communicate and coordinate with software development team during weekly scrum meetings.
  • Provide advice to both project SE lead and staff on project risk and mitigation.
  • Be a self-starter with initiative.


  • Bachelor's degree and 3+ years of experience in practice of Systems Engineering
  • Secret clearance (or ability to obtain a Secret clearance)
  • Understanding of the systems engineering lifecycle model in the development of software system products
  • Ability to operate in an agile software environment
  • Proficient in business productivity suites in MS Office tools, including Excel, PowerPoint, Visio, Project, and the ability to work on multiple web platforms
  • Good communications skills, both oral and written
  • Ability to communicate concepts through presentations and meetings.
  • Location is at a government facility located in San Diego, CA (Point Loma Bayside)
  • Ability to travel at least 10% of the time

Desired Qualifications

  • 2+ years of fleet, aviation maintainer experience. (V-22 Osprey preferred).
  • Experience working with Naval Aviation and NAVAIR.
  • Knowledge of Interactive Electronic Technical Manuals (IETMs).
  • Understanding of network architectures
  • Working knowledge in business continuity, disaster recovery, and incident response
  • Systems Engineering Professional (SEP) certification
  • Project Management Professional (PMP) certification
  • Security + certification and/or network technical certifications
  • Knowledge in DoDAF and architecture development
  • Working knowledge in software sustainment
  • Working knowledge in Cyber Security accreditation certification process
  • Recent experience with scrum and agile process
  • Recent use of JIRA, Confluence, and/or similar collaboration tools
