Mission Command Capability Developer – Maneuver Requirement Division

SAIC has multiple contingent openings for Military Analysts to support the Maneuver Center of Excellence (MCoE) Capabilities Development and Integration Directorate (CDID), Maneuver Requirements Division (MRD) / Mission Command at Ft Benning, GA.


The candidate selected will provide JCIDS research and writing support to active, legacy, and emerging mission command (MC) projects and initiatives for legacy and future mounted platforms (Heavy and Light systems). This task can include, but is not limited to, the Army’s Network Modernization and Mission Command Network Modernization Lines of Effort, and projects such as Mounted Computing Environment (MCE) Software and Hardware, Joint Battle Command-Platform (JBC-P), Command Posts and Platforms, Dismounted Mission Command and Computing Environment, Nett Warrior, and Combat Identification (CID).

The Policy Analyst will be specifically required to:

  • Support the conduct of CBA for the MC, and related, mission area. 
  • Possess an understanding of existing BCT MC related capabilities and capability gaps and support development solutions that resolve or mitigate those BCT MC related capability gaps. 
  • Support modernization strategy or plan development, maintain their relevance, and provide updates as required.
  • Support development, staffing, and approval of OMS/MP
  • Support and participate in Analysis of Alternatives (AoA).
  • Develop and maintain BOIP.
  • Support development and maintenance of Integrated Architecture products.
  • Support integration of new technologies and mission equipment packages.
  • Possess a secret clearance.


BASIC EDUCATION AND EXPERIENCE: Bachelor's degree from an accredited institution plus three (3) or more years of military experience is required. 

REQUIRED SKILS: All personnel performing services under this PWS will have a minimum of six months experience serving in a BCT or TRADOC organization conducting IBCT-specific DOTMLPF development or integration as a soldier, Department of the Army civilian, or defense contractor. 

Active Secret clearance required.

Have three years of experience in the operation, employment, or sustainment of MC systems such as command posts, Army tactical networks, FBCB2-JCR, JCP-B, Warfighter Information Network-Tactical, and various Very High Frequency, High Frequency, and Satellite Communication systems.

Have a working knowledge of the US Army and how it functions; its organizational structures with emphasis on Brigade Combat Teams and their functions; and a basic understanding of Army doctrine and operational concepts.

Skilled in operating a computer in order to input, retrieve, develop, and manipulate a variety of data and working knowledge of Microsoft Windows and Office tools to perform said tasks. 

Have three years of experience as a combat developer or materiel acquisition from the user perspective. A working knowledge of current and evolving organizational structures is desired, as well as an understanding of the Joint Capabilities Integration and Development System (JCIDS) documentation system. Contractor personnel shall be familiar with the Army Concept Strategy and process for developing Functional Concepts and Concept Capability Plans (CCP). Personnel shall be familiar with the Force Design Update (FDU) process. Successfully completed DAU CLR 101, Introduction to Joint Capabilities Integration and Development System, and ACQ 101, Fundamentals of Systems Acquisition Management. The requirements for CLR 101 and ACQ 101 may be satisfied by documenting a similar course that provides the same level of knowledge.

Experience with U.S. Army protocols, Army writing style, and how such protocols relate to writing memorandums, information papers, white papers, and briefings.
