SAIC is seeking a self-motivated, highly adaptable individual to join its Procurement Team as a Subcontracts Director (SD).  


The SD is accountable for overall performance of the subcontracts function in support to his/her assigned Customer Group.  The individual must be able to work in a high paced, team environment; must be able to motivate and lead professional subcontracts personnel of various skill levels;  and must be extremely organized and detail oriented.  Some travel may be required.


Responsibilities will include, but are not limited to:

  • Oversees the daily operations of the subcontracts function in support of the within assigned Customer Group

  • Executes company and procurement policies and procedures with ethics at the forefront of all decisions

  • Accountable for ensuring adequate support to all programs within assigned Customer Group

  • Leads, manages, and mentors subcontracts personnel of varying skill levels and locations

  • Responsible for staff performance reviews, career development, disciplinary actions, recruiting, and retention

  • Motivates staff through empowerment and accountability

  • Conducts due diligence/risk mitigation activities for highly complex, large dollar opportunities

  • Reviews work product of staff assigned to support SD’s area of responsibility and within warrant authority

  • Ensures all subcontracting activity is appropriately authorized, is documented, and is compliant with procurement policy and procedure, company policy, contractual requirements, public law, and regulatory/statutory requirements throughout the subcontracts lifecycle

  • Completes spot audits for mature programs to ensure procurement integrity throughout execution

  • Negotiates and executes purchase orders or subcontracts as needed to support the critical business needs

  • Interprets policy and identifies solutions to non-standard subcontracts requests and issues

  • Represents the subcontracts department through interactions with senior management external to the procurement department

  • Conducts briefings for senior management and for external representatives

  • Resolves escalated program, subcontractor, or personnel issues which could impact schedules, price, or quality in a timely manner

  • Enforces cost controls, schedules, and performance standards

  • Serves as the procurement expert and counselor to the  Customer Group General Manager

Qualifications

Required Education & Experience

Bachelor’s degree from an accredited institution preferably in Business Administration or related field and 9 years related experience OR Master’s degree from an accredited institution preferably in Business Administration or related field and 7 years related experience.

Required Skills
  • Must understand and have a strong working knowledge the government acquisition process including those aspects related to an approved purchasing system
  • Deep technical experience in performing price analyses, source selection justification, commercial item determination
  • Strong knowledge of Federal Acquisition Regulation and Public Law
  • Excellent negotiation, oral, and written communication skills
  • Excellent organizational and problem solving skills
  • Must possess a positive and proactive attitude  with ability to handle multiple high visibility, critical tasks simultaneously
  • Strong computer skills, ideally with experience using Microsoft Office Suite of applications and SharePoint sites
  • Ability to coordinate multiple group efforts within the company to achieve objectives
  • Ability to handle multiple tasks, with awareness of deadlines
  • Ability to identify processes needing improvement, and to recommend improvements
  • Experience working with various contract types

Desired Skills
  • Experience with Deltek and its materials management module
  • Deep technical experience in compliant subcontracts as they relate to a federal government approved purchasing system
