Join SAIC’s team to help DHS with researching and organizing scientific, engineering, and technological resources and leveraging these existing resources into technological tools to help protect the homeland. Functional teams will work in a Test and Evaluation (T&E) environment to define requirements, then continue through design and development to help programs manage risks, and support deployment and operations through continuous monitoring.
The Policy & Workforce Development SME will assist program managers in their execution of programs within the RDT&E process encompassing: technology foraging and scouting; research and development; test and evaluation; systems & operational analysis and engineering; operational testing and integration; information management; technology transfer, transition and commercialization; and risk management and mitigation.
The Policy & Workforce Development SME shall assist the Government with the development of internal and external T&E process and policy documentation, consistent with DHS directives, instructions, such as:
• T&E Policy Information.
o Assist the Government with update and/ or development of T&E policy that compliments existing and future DHS acquisition policy to ensure decision makers have adequate T&E information to support milestone decisions.
o Support the translation of customer requests into technical specifications by serving as a liaison between vendors, clients, and project developers.
• T&E Process Improvement.
o Review Office of T&E processes and provide the Government recommendations regarding improvements of program management and execution T&E.
o Recommendations shall include but not be limited to internal T&E process guide development, best practices, and improved document processing.
o The contractor shall research Government and industry acquisition and T&E sources and analyze results for applicable T&E plans and procedures.
o Work with other project staff (management, engineering, scientists, or subject matter experts) to develop and refine concepts of operations, operational plans, and training requirement to make optimum use of existing and planned systems to meet Customer needs.
o Review plans for system integration, operation, and maintenance and assists in the development of training for operational personnel.
