The TSA Flexible Agile Scalable Teams (FAST) procurement establishes an OIT contract vehicle that supports Agile design, development, and application production requirements for a suite of applications that support the entire agency. TSA needs multiple Agile teams in support of Agile design, development, testing, and adaptive maintenance activities. TSA is moving towards operations and maintenance (O&M) being part of the agile development lifecycle in other words an approach that promotes the idea, “if you build it, you own it”.
The UI/UX Designer applies human factors expertise to understand user experience needs to specify and shape the front end design of an application.
Uses a Design Thinking, cloud first, mobile first, SaaS/PaaS first approach.
Elicits and documents user interface requirements, envisions the user interface, rapidly designs protoypes to demonstrate and validate user experience with customers and end users.
Designs shared solutions, provides input and recommendations for development of new applications.
Troubleshoots, debugs, configures and maintains the front end look and feel of websites using human center design approach for internal and external communications for the company and/or for external customers and clients.
Designs web page layout, graphics, color schemes and infrastructure to maintain a cohesive website based on the organization's communications strategies and goals.
Researches and evaluates new related technologies.
Conducts testing focusing on validating the UX of an application. Complies with the applicable technical and functional performance criteria of Section 508 unless exempt.
Understanding and wide application of technical principles, theories, and concepts in the field. Provides technical solutions to a wide range of difficult problems where analysis of data requires evaluation of identifiable factors.
Independently determines and develops approach to solutions. Demonstrates good judgment in selecting methods and techniques for obtaining solutions. Contributes to completion of specific programs and projects.
REQUIRED EDUCATION AND EXPERIENCE:
- Bachelors degree concentrating in Interaction Design, Human-Computer Interactive, Cognitive Science or related field and five (5) years or more experience; Masters and three (3) years or more experience; PhD and 0 years related experience
- 5 years or more of experience in understanding and applying customer/user centered design concepts leading to the creation of code taken directly from the designs and eliciting, development, and documenting business process requirements into intuitive, effective web application experiences, as well as well-developed reporting and researching skills and excellent written and verbal communication abilities.
Industry recognized UI/UX certifications.Training or experience using Design Thinking, Human-Centered Design or UX design on a software development project. Experience working on Agile teams. Experience eliciting requirements and writing user stories. Experience with web application development. Experience with Rapid prototyping using HTML or other front end programming languages. Experience with mobile application design and development. Experience with designing for accessibility against Section 508 requirements.Experience with InfoPath forms, Microdynamics, SalesForce, Angular, Angular JS, .NET, C#.Experience with some of the following agile/DevOps tools: Jira or ALM or Team Foundation Server, Git, Jenkins, Sonatype Lifecycle, SonarQube, Fortify, Selenium, HP Quality Center, Chef.Excellent written and verbal communication.Designing and developing Sharepoint applications.Prior experience working on software development projects for the Department of Homeland Security (DHS) using SELCPrior experience using hybrid agile/waterfall approach on a federal government software development project.
