SAIC, in support of the Department of Homeland Security (DHS) - United States Citizenship and Immigration Services (USCIS) - Office of Information Technology (OIT), will deliver enterprise Architecture and Engineering Services (AES).  These services will include design, engineering, and implementations for the entire USCIS global enterprise. SAIC is looking for an AES team experienced and proven in terms of technology and IT modernization in the US Government Enterprise space.
The Program Manager organizes, directs, and manages contract operation support functions, involving multiple, complex and inter-related project tasks. Manages teams of contract support personnel at multiple locations. Maintains and manages the client interface at the senior levels of the client organization. Meets with customer and contractor personnel to formulate and review task plans and deliverable items. Ensures conformance with program task schedules and costs. Establishes and maintains technical and financial reports to show progress of projects to management and customers, organizes and delegates responsibilities to subordinates and oversees the successful completion of all assigned tasks.
 
The Program Manager is SAIC's primary point of contact for all program contract matters and has overall authority for the program.  The Program Manager is responsible for successful delivery of the program to our customer.  Must have demonstrated ability to manage complex tasks and teams.
 
Responsibilities:
· Manage and integrate activities in accordance with contract requirements and ensure technical, schedule, cost, and financial performance.  
· Define or contribute to the program baseline then execute the program to comply with baseline requirements.  
· Manage risk, customer relationships, and program staffing.  
· Ensure compliance with quality standards. 
· Develops program performance measures, and monitors and evaluates program performance throughout the life cycle to include subcontractors.

· Manages teams of contract support personnel at multiple locations. 
· Maintains and manages the client interface at the senior levels of the client organization. 
· Meets with customer and contractor personnel to formulate and review task plans and deliverable items. 
· Ensures conformance with program task schedules and costs. 
· Establishes and maintains technical and financial reports to show progress of projects to management and customers.
· Ensures successful transition from current contractor and is responsible for all work products and deliverables. 
· Responsible for coordinating Service Level Agreements (SLAs) for work that optimize savings and performance for USCIS. 
· Monitors performance of team and subcontractors against programmatic requirements.
· Oversees contract administration activities and ensures compliance with contract, public law, regulations, Executive Orders, agency policies, etc. Ensures innovation of entire program.
· Attend weekly status meetings with the Government Program Managers.
· Coordinate Program Management Review meetings every four weeks with Government staff and Contractor management staff.
· Ensure that agile approaches are established and maintained on the program and associated projects and reflected in the team's approach.
· Ensure agile measurements of progress such as Kanban or SCRUMBAN boards are used and kept up to date.
· Ensure use of USCIS OIT standard enterprise planning and tracking tools.
· Utilize processes that ensure continuity of operations and smooth transition of the management responsibilities throughout the life of the task order.
· Ensure all staff utilize USCIS ticketing and incident management system for all ticketing, Incident response, requests and or requests for work, change management and Change control.
 
  

Qualifications

Bachelor's degree in Engineering or related technical degree preferred and 18+ years of experience, Master's degree and 16+ years of experience. May consider Bachelor's degree in Program Management / IT Business / Computer Science / or related technical degree.  May consider additional years of experience with Associates degree. 
A minimum of ten (10) years of experience in project and program management including:
· PMI Project Management Professional (PMP) or equivalent certification
· A minimum of five (5) years of experience managing IT projects and programs
· Customer Relationship Management with 5+ years of verifiable experience
· Proven experience with managing using DevOps concepts
· Exceptional technical aptitude and effective written and verbal communications skills
· Exceptional technical aptitude and effective written and verbal communications skills
· Technically versed in cloud and infrastructure technologies; able to translate technical knowledge into business-oriented discussions with non-technical stakeholders
· Must be a US citizen with an Active TS security clearance

DESIRED: 
· MS Project:  5+ years of complex project scheduling in MS Project
· MS Word:  10+ years
