SAIC is seeking a qualified Scientist / subject matter expert (SME) to provide Advisory and Assistance Services (A&AS) to the Defense Threat Reduction Agency (DTRA), Chemical and Biological Department, Advanced & Emerging Threats Division (RD CBS).  The successful candidate will serve as an action officer and advisor for a science and technology portfolio of projects to counter chemical threats, providing support related to pre-clinical experimental design/execution and drug development for chemical medical countermeasures (cMCMs).  Specific duties include, but are not limited to:

  • Leverage drug discovery/preclinical development expertise to review proposals, technical reports, experimental or theoretical techniques, scientific studies and statements of work to ensure technical validity and evaluate current and emerging medical technologies;
  • Developing, reviewing and assessing documentation (e.g., Alignment Charts; Research, Development and Acquisition Plans; Technology Development Strategy; technical and cost reasonableness evaluations, independent cost estimates; Purchase Request Packages, etc.);
  • Participate in Integrated Product Teams and serve as technical and programmatic point of contact
  • Understanding capability gaps and assisting in setting project- and product-level strategy and priorities, ensuring portfolios are responsive and mapped to program goals;
  • Establish and maintain relationships with relevant internal and external stakeholders in the CB defense community;
  • Provide support to and coordination of acquisition and planning, programming, budgeting, and execution processes;
  • Assist in setting portfolio, project, and product level strategy and priorities;
  • Ensure portfolios are responsive and mapped to program goals and requirements;
  • Coordinate and consolidate complex, technical, programmatic, and strategic responses to support division initiatives to a variety of internal and external audiences;
  • Create briefings and products for both technical and senior leader audiences;
  • Track cost, schedule, and performance of chemical and biological defense related technical projects to ensure they continue to meet the objectives of the program;
  • Advise the program team on risk assessment and risk management, technology portfolio and pipeline management, business and contracting strategies, technology transfers, and intellectual property management.

Qualifications


 
  • Bachelor of Science in plus 14 years of relevant experience, MS/MBA plus 12 years of relevant experience; or Ph.D with 9 years relevant experience;
  • Detail-oriented, self-starter with excellent communication and time management skills;
  • DOD Secret level clearance;
  • Demonstrated drug development experience in MCM candidate discovery and/or preclinical development of small molecule drugs or biologics;
  • Knowledge of traditional and emerging chemical warfare agents;
  • Familiarity with the U.S. Food and Drug Administration (FDA) regulations and processes, including the “Animal Rule”;
  • Detail-oriented, self-starter with excellent communication and time management skills;  
  • High-level proficiency with MS Excel, PowerPoint, and Word; ability to quickly learn to use new IT systems and software.

Desired Qualifications

 


  • Three (3) years of project management and / or acquisition experience in research and development;
  • Knowledge of the DoD Chemical and Biological Defense Program (CBDP) and DoD acquisition policies;
  • Program Management Professional (PMP) Certification from the PMI;
  • Combination of successful completion of a full course of study in an accredited college or university leading to an advanced degree (MS/PhD) in Chemistry, Pharmacology, Toxicology, Neuroscience, Physiology, Medicinal Chemistry or a related discipline.
