Job Description


SAIC’s Defense Systems Customer Group currently has a career opportunity for an experienced Fleet training execution and certification analyst to provide support to Commander, U.S. Fleet Forces (USFF) Command in Norfolk, VA.


Job Duties:


  • Provide program analysis support and serve as a Fleet training execution and certification analyst and action officer for the USFF Fleet/Joint Training Directorate (N7). Training program analysts have experience at the senior level including supervisory experience.  Program analysts, in general, review program (specific) data, evaluate program plans/changes and assist in the preparation of documents with various senior-level, civilian and military stakeholders.  They are able to analyze program information, strategize plans, produce quality analytic work in the form of message traffic, information papers, white papers, briefs, and executive correspondence and effectively present the results in a clear and concise manner when required.  Program analysts utilize time and government furnished equipment/information to accomplish their tasks successfully and promote program efficiencies.  They are subject matter experts (SME) in their fields of expertise.


Specific Functional Area duties include:

  • Research Fleet and TYCOM databases/schedules to identify Atlantic Fleet units, which will require deployment certifications.  Coordinate with database and schedule maintainers seeking clarification and/or reconciliation between disparate Fleet and TYCOM data.

  • Assist government representatives/stakeholders with maintaining databases that track units requiring deployment certification, identify deployment dates, key Fleet Response Training Plan (FRTP) milestones, deployment certification events, identifies, and tracks all deployment certification pre-requisite documentation and documents deployment certification completion.

  • Provide support to the deployment certification process.  This includes expediting prerequisite documentation from subordinate commands that requires coordination with TYCOMs, strike group staffs, squadrons and Fleet training activities. 

  • Support the preparation of deployment certification message traffic and corresponding staffing packages, tracking, and expediting of draft deployment certification packages through the USFF staffing/approval/message release process.  Track the receipt of "comeback copy" message traffic and posting final deployment certification message to the USFF Portal.

  • Provide support by developing and providing deployment certification management summary reports in various requested formats (e.g. spreadsheets, briefings, etc.).


Required Education and Experience

  • U.S. citizen with Bachelor of Arts or Science degree 
  • Active Secret clearance.
  • Active military duty experience including recent Fleet training experience at the senior enlisted or mid-grade officer level or higher.
  • Be an experienced program analyst and subject matter expert (SME) in Fleet training processes, implementation, and refinement of Fleet training execution and assessment policy, and deployment certification requirements for all Navy forces, which includes operational staffs, strike groups, units, squadrons, detachments, and Adaptive Force Packages (AFPs). 
  • Excellent administrative, public speaking, presentation, and time management skills, as well as at least 
  • 2years of applicable experience in:
    • U.S. Navy Fleet training operations, policy, systems, and staff procedures
    • Managing / prioritizing projects involving stakeholders
    • Leveraging best practices and handling multiple tasks and interruptions with minimal impact on productivity/deliverables
    • Conducting fleet training analysis/assessment to identify gaps, training needs, and solutions
  • 4 years of technical and general Program Analyst experience (six years in lieu of degree will be considered)
  • 2 years of applicable Program Analyst and Functional Area experience (see detailed tasks above).
  • Proven written and verbal communication skills at the junior management and senior executive level, with ability to act independently.
  • Experience in use of MS Office (e.g., Word and PowerPoint) products.


Desired Skills

  • Experience as an Echelon III (or higher) staff officer.
  • Comprehensive understanding of all phases of the FRTP and Optimized Fleet Response Plan (OFRP).
  • Familiarity with Fleet Training policy documents, including the Fleet Training Continuum (FTC) and TYCOM Training and Readiness manuals.
  • Understanding of the Fleet Training Command and Control (C2) structure.
