SAIC is seeking a Real-Time Operations Engineer on the OMES II contract in support of the Restore-L program in the Satellite Servicing Projects Division (SSPD) at NASA Goddard Space Flight Center. This position is located in Greenbelt, MD.


The Restore-L mission is a Goddard Space Flight Center (GSFC) Satellite Servicing Project Division (SSPD) managed mission. Restore-L is a robotic servicing mission designed to refuel a Low Earth Orbit (LEO) satellite. It contains 3 elements: the Flight Element comprised of the Restore-L Servicing Vehicle (RSV) and development testbeds, the Ground Element comprised of the systems required to conduct RSV operations and the supporting networks and facilities, and the Launch Element comprised of the Launch Vehicle and supporting facilities and services. The SSPD is responsible for the design, engineering, development, test and operations of the Restore-L Mission through an integrated team at GSFC. The Servicing Payload design, development and RSV integration will be conducted at GSFC. Mission operations will be conducted by a Mission Operations Engineering Team comprised of ground system engineers and flight engineers from a Restore Mission Operations Center (RMOC) at GSFC. 



JOB DESCRIPTION:
The Real-Time Operations Engineer will provide operations support for the Restore-L Ground & Ops team. This is a Mission Operations position requiring broad experience in the Systems Engineering discipline, with a focus on planning and implementation of real-time operations with the Restore-L Servicing Vehicle (RSV). The candidate must be able to operate with a high level of autonomy, interfacing directly with PDLs, MSE, RGE, SCaN, SSL (spacecraft vendor), etc.


Job duties include:
• Developing the Mission Operations Center (MOC) and Robot Mission Operations Center (ROBOMOC) facility layout, position descriptions and responsibilities, and communication structure.
• Supporting development of MOC/ROBOMOC visualization and situational awareness.
• Developing CONOPS for utilizing multiple commanding sources (MOC and ROBOMOC); and at different commanding rates.
• Developing CONOPS for real-time connections/failovers/operations with SCaN. Support pre-launch testing/verification. Supporting SCaN bi-weekly meetings and serving as the primary Restore-L point-of-contact for SCaN services. Familiarity with SCaN desired.
• Developing CONOPS for simulation/test and uplink of operational products (including maneuvers, stored command loads, and FSW/table uploads)
• Supporting design/allocation, test/verification, and operations-implications of real-time latency as a result of using real-time video (via Ka-Band) for robot commanding.
• Lead CONOPS development for encryption/decryption of telemetry and commands.
o Monitor encryption/decryption device delivery and integration with Mission Operations Center (MOC) front end data system.
o Ensure test program verifies and validates CONOPS.
o Support testing of flight keys prior to launch.
• Supporting the Restore-L Ground Element (RGE) requirements verification testing.
• Supporting development of operational/testing products including STOL procedures and telemetry displays.
• Supporting bandwidth calculations and allocation for real-time telemetry. Identifying telemetry (and telemetry frequency) needed to conduct real-time mission operations.
• Supporting End-to-End testing as well as Mission Readiness testing (which includes simulations and rehearsals).
• Supporting development of core Flight Operations Team shift staffing profile, shift handover process, and reporting.




Qualifications

REQUIRED EDUCATION AND EXPERIENCE:
• Bachelor’s Degree and 9 years experience in aerospace engineering or comparable field
• Flight operations experience, preferably on a NASA program
• CONOPS development experience
• Have the ability to adapt and respond to changing circumstances and priorities


DESIRED EXPERIENCE:

• Excellent interpersonal, written, and oral communication skills
• Experience with requirements development, verification, and testing
• Experience with development of operational and testing procedures, including STOL procedures
• Telemetry & Command experience
• On-console operations experience
• Experience managing a team of operations engineers, scheduling shift work, managing shift handover, etc.
