  SAIC supports the U.S. Department of Justice (DOJ) in providing specialized training, advisory and mentoring services to host nations under the Criminal Division’s International Criminal Investigative Training and Assistance Program (ICITAP).  [https://www.justice.gov/criminal-icitap]   ICITAP is a cornerstone of America’s global strategy for combating transnational crime, terrorism, countering trafficking in persons, establishing rule of law and enhancing human rights in developing countries.  SAIC is the contract service provider to the DOJ ICITAP and Overseas Prosecutorial Development, Assistance and Training (OPDAT) programs.  For over a decade, SAIC has fielded hundreds of highly skilled criminal justice professionals supporting ICITAP and OPDAT.

  SAIC is seeking highly qualified Senior Law Enforcement Advisors (SLEA) with specialized senior management experience in managing and operating police air, maritime and land patrol operations.   

The SLEA Police Interoperability Advisor serves as part of a larger team of law enforcement technical advisors in assisting the host nation to build and strengthen police service capabilities with strong foundations in rule of law, respect for human rights and applied global best practices in law enforcement disciplines.  

The SLEA Police Interoperability Advisor will work directly with senior host-country Police Aviation, Maritime and Patrol commanders in advising and mentoring interoperability capabilities including, command and control, communications, coordinated operations, personnel selection, training and logistics.  

The SLEA Police Interoperability Advisor will also advise various host-country officials on applied principals of police support to search and rescue services with aviation and maritime assets.  

The SLEA Police Interoperability Advisor will advise host-country police officials on best practices in coordination between police aviation, maritime and specialized ground units, such as K-9 Tracking Teams, Special Tactical Teams and Surveillance Units, among others.  

The SLEA Police Interoperability Advisor will also work with various US officials from the Departments of State (DoS) and Justice (DOJ).  

Duties also include facilitating meetings, coordinating VIP tours, leading working groups, developing reports and specialized papers, conducting briefings and active participation in advising officials through planning, phase assessment and evaluation processes.  Most work will be performed at designated host-country site(s).

Qualifications

Education & Experience:

Must be a U.S. Citizen and eligible to obtain Government clearances

Minimum of 20 years of law enforcement experience, federal, state, local or Tribal police agencies

Minimum 10 years of combined experience in specialized police aviation and maritime operations

Minimum of 5 years of experience in a senior police command level position of a police aviation and/or marine patrol unit with multiple teams


Must possess a Bachelor's Degree or certification from Police Command courses from FBI National Academy, Northwestern University School of Police Staff and Command, or other similar nationally recognized programs


MUST POSSESS OR BE ABLE TO OBTAIN A DOJ PUBLIC TRUST CLEARANCE

Desired Qualifications

 

         Various language proficiencies, in addition to English


         Masters Degree in related fields


·         FEMA ICS and NIMS Courses ICS-100, ICS-200, ICS-300, ICS-400, ICS-700, ICS-701, ICS-800, G-191, G-402 and/or G-772; or Military/U.S. Coast Guard aviation and/or marine inter-operability experience.
