Space Sensing Senior Systems Engineer, Overhead Persistent Infrared (OPIR)
Overview: SAIC is seeking a Senior Systems Engineer to deliver technical advisory support to the US Space Force (USSF) Space Systems Center (SSC) Space Sensing Directorate (SSC/SN) based out of Los Angeles Air Force Base, El Segundo, CA. SSC/SN acquires Overhead Persistent Infrared (OPIR) and Weather/Environmental Monitoring space and ground systems in support of military and intelligence community users. The ideal candidate will provide innovative technical systems engineering solutions to advance current and future acquisitions, developments, and data exploitation in support of overall SSC/SNGT OPIR and Tools, Applications, and Processes Laboratory (TAP Lab) initiatives. This role encompasses the full lifecycle of space system development, including concept formulation, requirements definition, system design, development, testing and evaluation, and operational transition. Key responsibilities include collaborating with development contractors, providing systems engineering recommendations, and advising Government teams on program activities. The candidate will serve a pivotal role in ensuring the success of SSC/SNGT projects and their alignment with mission goals.
Qualifications
Job Responsibilities:
· Provide technical oversight of development efforts, including the status of funding and program efforts impacting the TAP Lab.
· Provide support throughout the testing and evaluation of data exploitation projects at the TAP Lab and assist in project assessment for follow-on deployment at the OPIR Battlespace Awareness Center (OBAC) based on project success and mission utility for end users.
· Maintain a strategic roadmap for desired data exploitation projects.
· Support development of projects and collaborate with Government team to create post-development plans aligned with Artificial Intelligence (AI)/Machine Learning (ML) initiatives.
· Work with Government team to align goals toward creating a path forward for the OPIR’s transition to Future Operationally Resilient Ground Evolution (FORGE).
· Prepare and present quarterly program management review material to provide updates on current projects impacting the TAP Lab.
· Manage risk assessment processes, including identifying and adjudicating program risks.
· Collaborate with Government Program Managers and Financial Managers to obtain Military Interdepartmental Purchase Requests (MIPR), as needed.
· Assist with acquisition processes for new contract acquisition(s) essential to the TAP Lab.
· Conduct monthly status meetings with customers to provide consistent updates on contract funding.
· Perform User Engagement activities to solicit end user focus areas and needs, followed by translating inputs into contract requirements.
· Develop strategic roadmap for desired data exploitation projects; support development of projects and work with Government team to generate post-development plans.
· Perform systems engineering activities to include requirements development-verification-and validation, assist with acquisition strategy, support Request For Proposal (RFP) development, Concept of Operations (CONOPS) development, systems integration, operational performance analysis, lifecycle cost analysis and estimation, decision analysis, and Physical Configuration Audits (PCA).
· Maintain monthly reports to ensure transparency and steady communication.
· U.S. Citizen with eligibility to hold a DoD TS/SCI security clearance.
· Must have at least 9 years of experience overall experience.
· Experience navigating US Space Force/Air Force acquisition lifecycle.
· Experience with Space/Air Force missile warning, tracking, characterization, and/or defense.
· DoD Acquisition and/or demonstrated experience accelerating software project development, integration, and deployment.
· Experience in Systems Engineering as it relates to Space System programs.
· Knowledge of requirements generation, concept development, and Planning, Programming, Budgeting, and Execution (PPBE) processes.
· Ability to recommend and make decisions on projects and action items to achieve program and/or organizational objectives.
· Comfortable delivering presentations on programmatic and technical matters to Government customers.
· Excellent interpersonal, leadership, team building, and problem-solving skills with a demonstrated ability to be effective in Government and Contractor teams.
· Ability to work proactively and independently as a member of a highly effective technical team.
Education and Experience:
· Alternatively:
o Bachelor’s Degree plus min 5 years work experience in related field may also be substituted for a Master’s Degree
Experience and Skills (Desired):
· Experience working in systems engineering and technical advisory (SETA) roles.
· Experience with satellite system data exploitation.
