SAIC's Horizon program is seeking a Configuration Management Analyst to support the U.S. Space Forces (USSF) mission of delivering warfighter capability via the Program Executive Officer for Space Domain Awareness and Combat Power (SDACP). The position is available in El Segundo, California.   
 
The Horizon program provides engineering development and integration expertise in support of various capabilities that protect and defend the Nation's most valuable space assets. Our team serves at the forefront of this mission area advising and assisting the Government with their architecture and full lifecycle systems engineering processes that enable capability delivery to meet warfighter needs.  
 
Typical responsibilities include:
  • Conduct and maintain Configuration Management of the program baseline.
  • Maintain Configuration Management (CM) of program repositories in Sharepoint and other enterprise systems and data repositories.
  • Provide recommendations for and implement plan of action to identify, change control, audit and report, and track product deliverables.
  • Maintain the as-built configuration records for program deliverables. 
  • Execute knowledge management tasks in Confluence and JIRA.
  • Develop processes to manage work flows to streamline program operations and enhance metric tracking.
  • Review Contract Deliverable (CDRL) documentation to ensure compliance and develops reporting and metrics to management.
  • Collaborate with stakeholders in review and analysis of proposed engineering and change requests and coordinates changes to ensure consistency to baseline updates.
  • Manage Engineering Control Board (ERB) and Chance Control Board (CCB) meetings and process.
  • Review contract and program documentation to determine documentation required for each phase of project or program, applying process knowledge to streamline product development.
  • Collect and analyze CM metrics to identify areas for process improvement and to measure throughput and team performance.
  • Completes job duties with minimal or no supervision.
  • Experience working within defined engineering & development processes.

Qualifications

This is you:

• Bachelor's degree with a minimum of 15 years with the following (4 additional years of experience may be used in lieu of degree):

  • Managing technical baselines.
  • Proficient in a suite of configuration management tools.
  • Familiarity with MBSE tools and methodology for managing technical data.
  • Proficient in verification and validation of software tools and products.
  • Proficient in software licensing control and management.
  • Proficiency in Microsoft office products (Word, Excel, Powerpoint, etc.).Proficient with Atlassian Tool.
  • Suite (Confluence, JIRA, etc.).Demonstrate knowledge of CM principles, concepts, practices, and standards. 
  • Experience as a Data Manager.
  • Contract Deliverable Requirements Listing (CDRL) management and submission experience.
  • Experience with DoD programs.

Must have an in-scope security background investigation (T5 or SSBI), adjudicated for     SCI eligibility and enrolled in the Continuous Evaluation program (if applicable).
• Must be willing to be nominated for access to Sensitive Compartment Information and   Special Access Programs and willing to consent to a Polygraph examination.
 
Desired Skills:

  • Advanced degree in engineering, science or related technical field.
  • Experience within the National Security Space and, or the Space Control mission area.
  • Experience working in development environment and, or U.S. Government weapons  system program office.
  • Professional certification (e.g., CMPIC, Professional Engineer, INCOSE CSEP, ITEA  CTEP, Agile PM/PO, etc.).
  • Experience with SQL queries.
  • Experience with SharePoint.
  • Experience with Six Sigma process improvement techniques.
  • Experience with internationals standards organization bodies (i.e. IEEE, SISO, AS9100).

Target salary range: $120,001 - $160,000. The estimate displayed represents the typical salary range for this position based on experience and other factors.
