The qualified applicant will support the Space Warfighting Analysis Center (SWAC) Planning, Programming and Cost (PP&C) Analysis division in Colorado Springs, CO.  The applicant will support the development of the United States Space Force (USSF) Planning and Programming recommendations in line with SWAC Force Design analysis to achieve the Objective Force.  The position is in Colorado Springs.

 DUTIES AND RESPONSIBILITIES:

  • Aids SWAC and SSDP Division Chiefs in developing options for the annual Program Objective Memorandum (POM) following HQ USSF and Department of the Air Force (DAF) corporate processes
  •  Leads responses necessary to justify and defend POM options in accordance with force design analysis, to include creating briefings and information papers containing descriptions, backgrounds, adjustments, impacts if not funded, and funding profiles
  •  Develops and recommends budget forecasts, cost projections, financial exhibits, unfunded requirements justifications, POM narratives, offsets and disconnects, reclamas, and strategic priorities
  • Coordinates with FIELDCOMS, Direct Reporting Units, USSSF/S8, and other external stakeholders to integrate Force Design recommendations into Planning and Programming inputs and submissions
  • Works with SSDP, SWP, and MDSP Divisions to identify and coordinate the implementation of Force Design transitions into the USSF Resource Allocation Plan
  • Incorporates disconnects for operational requirements into investment recommendations, accounting for DOTmLPF-P impacts of new architectures
  • Analyzes problems created by the incompatibility of future programs with mission area analysis or misalignment of future programs with Force Design analysis, and creates recommendations for corrective action
  • Analyzes, develops, and evaluates detailed plans, goals, and objectives for the long-range implementation of mission area analysis contributing to Objective Force recommendations
  • Actively participates in strategic planning to improve organizational direction and focus using strategic planning tools and techniques
  • Assesses results of budget documentations and impacts on Force Design recommendations resulting from processes and products including the National Defense Authorization Act (NDAA), service level POM submissions, Strategic Priority Lists, Program Decision Memorandums (PDMs), congressional marks, Office of Management and Budget (OMB) passback, President’s Budget Request
  • Responsible for gathering and updating information for SWAC Mission Area lines of effort (LOEs)
  • Creates products for each mission area LOE explaining the Force Design recommendations and ongoing/completed analysis to influence future acquisitions
  • Uses data and metrics to create a prioritized list of Force Design recommendations per mission area to be coordinated with SWAC and Program leadership
  • Interacts with SWAC divisions to assist in informing on Total Obligation Authority (TOA) analysis to conduct risk assessments, prioritize options, and determine the necessary trades amongst capability areas to present a balanced approach
  • Define mission area baseline funding profiles, build deliverables with baseline budgets, and develop COAs for future architectures

Qualifications

QUALIFICATIONS:

  • Must have at least 14 years of overall experience
  • 10+ years’ experience with USSF and/or USAF capabilities
  • 5+ years’ experience with POM development and the PPBE process
  • TS/SCI required, and willingness to obtain a CI Polygraph
  • Current understanding and working knowledge of National Security Space systems/architectures and space system architectures
  • Experience with space mission areas (e.g., Space Domain Awareness; Command and Control; Defensive Space Control; Offensive Space Control; Space Intelligence; Surveillance & Reconnaissance; MILSATCOM; Missile Warning; Space Position, Navigation & Timing (PNT); Space Testing, Training, Tactics & Exercises; Space Launch, Ranges & Satellite Control Network Operations; Global Information Grid Operations & Defense; Cyber Integration; Cyber Warfare)
  • Knowledge of Planning, Programming, Budgeting and Execution (PPBE) system and policy, procedures, and schedules for developing POM, and execution of PBR process
  • Ability to work with government Planning and Programming tools and database
  • Ability to develop and present to SWAC/SSDP leadership decision quality briefings and papers
  • Demonstrated problem solving/critical thinking in complex and dynamic organizational environments
  • Be an active participant in a team environment, able to work collaboratively as well as independently
  • Ability to work in a dynamic environment with a diverse group of individuals focused on the accomplishment of common objective
  • Must be proficient in Security processes/procedures (e.g., document marking/handling, generating and transmitting classified visit requests) including knowledge of how to work in a classified and compartmented working environment


Target salary range: $120,001 - $160,000. The estimate displayed represents the typical salary range for this position based on experience and other factors.
