Description
JOB DESCRIPTION:
· Performs Systems Engineering activities related to Space Systems including: concept of operations formulation, requirements definition, analysis and engineering, system architecting, system analysis and design, interface and data architectures, validation and verification, systems integration, system & operational performance analysis, Lifecycle cost analysis & estimation, decision analysis and physical configuration analysis (PCA).
· Capable of using Model Based Systems Engineering (MBSE) tools and techniques in the execution of the systems engineering function to include:
o Development and use of the model as the Authoritative Source of Truth (ASoT) for the technical baseline which includes: requirements, architecture, interfaces, CONOPS and other aspects of SE as appropriate.
o Individual selected must have a working knowledge of MBSE and capable of using MBSE modeling tools to perform their SE duties.
· Ensures the logical and systematic conversion of customer requirements into total systems solutions that acknowledge technical, schedule, and cost constraints.
· Performs functional analysis, timeline analysis, detail trade studies, requirements allocation and interface definition studies to translate customer requirements into hardware and software or engineering specifications.
· Provides specific, detailed information for selection, implementation techniques, and tools for the most efficient solution to meet business needs, including present and future capacity requirements.
· Leads team of highly qualified and experience systems engineers provide guidance on day-to-day activities and long-term planning.
· Provides customer and program management input on program planning to include schedules and work required and staffing needs.
· Provides mentorship to both customer and team in development of necessary skills to successfully execute the program.
LEADERSHIP AND MANAGEMENT:
· Manages subordinate management and/or experienced specialist employees who exercise significant latitude and independence. Often heads one or more departments.
· Assignments are objective oriented. Work is reviewed in terms of meeting the organization's objectives and timelines.
· Interacts frequently with internal and external management and senior-level customer representatives concerning projects, operational decisions, scheduling requirements, and/or contractual clarifications. Leads briefings and technical meetings for internal and external representatives.
· Works with the customer and program management leadership in the planning, staffing, budgeting, and recommending and implementing company or customer directed actions.
SCOPE: Directs and controls the activities of a broad functional area through lower management levels. Has responsibility for managing a function that includes multiple related areas. Involved in developing, modifying and executing company and customer policies.
KNOWLEDGE/SKILLS AND ABILITY:
· Demonstrated skills in leading a diverse team in the execution of assigned duties.
· Demonstrated ability to use MBSE tools and techniques in the execution of the SE responsibilities for the program.
· Demonstrated SE knowledge across the entire program lifecycle.
· Demonstrated knowledge of space systems.
· Demonstrated knowledge of the design review process.
· Demonstrated knowledge of the source selection process – evaluation of proposals and providing recommendations to the customer based on their guidance.
FREEDOM TO ACT: Objectives are defined in collaboration with the customer and contract program management and results assessed from a relatively long-term perspective.
IMPACT: Decisions have a serious impact on the overall success or failure on area of accountability. Erroneous decisions or recommendations may cause critical delays or modifications to customer program or operations causing substantial expenditure of time, workforce, and funds.
LIAISON: Interacts with customer and SAIC senior management concerning matters of significance to the customer program and/or company. Conducts business and technical briefings for senior customer and company management and for external representatives.
Qualifications
· Bachelors and eighteen (18) years or more of related experience; Masters and sixteen(16) years or more of related experience; PhD or JD and thirteen (13) years or more of related experience.
· INCOSE Certified Systems Engineering Professional or higher or equivalent knowledge and experience.
· Experience in Space Systems (Space Vehicle, Space Ground Command and Control).
