Description

SAIC is seeking a Program Manager to support our US Coast Guard Customer. The Program Manager has primary responsibility for managing the adaption, sustainment, and improvement of the Coast Guard Online World of Learning (CG-OWL) and the Competency Management Tool (CMT).  The program manager will serve as liaison between project management, various government customers and stakeholders, and distributed teams.  (This is s fully remote position, with no onsite requirements).
  
This person will be responsible for:

  • Establishing project management principles consistent with the Commonwealth standard policies, procedures, standards, and toolsets which leverages best practices.
  • Mentoring and supporting project teams, enhancing consistency, providing benchmarks, reducing risks, and enhancing quality across projects.
  • Reporting on program level schedule, quality, and adherence to agreed upon standards.
  • Developing budgets and schedules to meet contractual/project requirements for an assigned portion of a program, participating in and establishing and defining program plan requirements, and monitoring and reporting performance against plans to ensure that contractual, cost and schedule objectives are met.
  • Assessing project issues and developing resolutions to meet productivity, quality, and client-satisfaction goals and objectives.
  • Developing mechanisms for monitoring project progress and for intervention and problem solving with customers, site leads, and teams.
  • Ensuring contract requirements and subcontractor responsibilities are being accomplished including working on the definition and implementation of project planning techniques to provide visibility on the contract.
  • Using and applying industry practices, techniques, and standards in project management.
  • Recommending changes to team policies as necessary.

Qualifications

REQUIRED EDUCATION AND EXPERIENCE:

  • Bachelor's degree and eighteen (18) years or more of related experience; Master's degree and sixteen (16) years or more experience; PhD or JD and thirteen (13) years or more experience, or relevant years of experience in lieu of degree.
  • Highly proficient in Microsoft Office suite, and ISD-related design tools.
  • Must be a US Citizen.

 DESIRED SKILLS:

  • Knowledge of cloud networking.
  • Strong background in information technology.
  • Experience working in a military environment.

Target salary range: $160,001 - $200,000. The estimate displayed represents the typical salary range for this position based on experience and other factors.
