LANDMARK AOS is a large SETA contract, supporting the customer’s Ground Enterprise Directorate (GED), responsible for the acquisition of systems over the complete end-to-end life cycle.

As the Principal Systems Engineer, you will provide technical, systems engineering, program management and acquisition support to manage end-to-end program lifecycle for the Government in the Integrated Intelligence Program Office.  You will also provide specialized expertise supporting the acquisition of multi-intelligence (multi-INT) software services. SAIC’s client is tasked with leading the integration of mission focused tools to foster increased efficiency, automation and information sharing.  In this role the qualified candidate will assist and advise Government managers responsible for acquisition and operation of a variety of Cloud-based developments.

Job Responsibilities to include:

  • Provide cost, schedule, performance, and other acquisition Systems Engineering and Technical Assistance (SETA) support to the Government Program Manager (PM) supporting three high visibility customer programs in support of operational objectives.
  • Coordinate with multiple COCOM, IC and DoD stakeholders to ensure all documentation is in place to process MIPRs, execute Interagency Agreements and other documentation to satisfy program requirements.
  • Participate in all aspects of the Agile software process between the Program Management Office and vendor, including translating and prioritizing requirements, developing epic stories, and advising the PM on these priorities.
  • Assist in planning, coordinating, and executing on a multitude of recurring events, including Quarterly Program Management Reviews (PMR), biannual Strategic Program Reviews (SPR), developer hackathons and annual Technical Planning Guidance (TPG) processes.
  • Gain and demonstrate deep understanding of the supported programs to enable execution of overview briefings and demonstrations to a multitude of mission partners, DoD, and IC leadership and other NRO visitors.
  • Provide technical expertise to support the planning of future systems and architectures, and oversight of development contractors.

Qualifications

Required Education and Experience

  • Bachelors and fourteen (14) years or more experience; Masters and twelve (12) years or more experience; PhD or JD and nine (9) years or more experience. Relevant experience to be substituted in lieu of degree.
  • Active Top-Secret Clearance/SCI with Polygraph
  • Experience leading technical and programmatic interchanges; identification and resolution of issues; and providing engineering and technical advice to the customer to achieve innovative capabilities.
  • Experience applying systems analysis and design methodology assessments to identify technical debt, architectural runway, and efficiency trade-offs against current and proposed/desired cloud-based software system design.
  • Knowledge related to managing technical, cost and schedule performance of software development programs.
  • Demonstrated capability and success working in team environments.
  • Strong oral and written communications ability on significant technical matters often requiring coordination within a high-tempo environment.
  • Good working knowledge of MS Office applications.
