SAIC is looking for a GMF Enterprise Architect to help the IRS Generalized Mainline Framework (GMF) application which is a set of computer programs (batch files) set to run automatically in a specified order on the UNISYS Platform. GMF serves as the pipeline that improves the accuracy and consistency of data from a variety of IRS internal applications as input sources. Tax returns, remittances, information returns, and adjustment and update transactions are controlled, validated, corrected, and passed for posting to the Master File. The GMF application and associated tightly coupled validation and perfection applications represent a critical opportunity for modernizing legacy systems to enhance the taxpayer experience.  

Job Responsibilities:

• Oversee the design, development, integration, testing, and deployment for a GMF Modernized Application.
• Provide direction to the Program in the areas of architecture, development, modernization of the GMF Application, and developmental O&M upgrades.
• The day-to-day job responsibilities will include working with the Unisys OS 2200 systems using COBOL (UCOB), DMS, RDMS, ECL, etc. and modernization tools and technologies and provide insight into the internal architecture and interfaces of the GMF and related IRS Applications to ensure the success of the modernization effort on the whole.

Qualifications

Required:

• BS and 14 years of experience (4 years experience in lieu of degree) 
• Ability to obtain and maintain an IRS MBI Clearance.
• At least 14 years of work experience demonstrating knowledge of Unisys ClearPath OS 2200, COBOL (UCOB), DMS, RDMS, TIP, ECL, InfoConnect and other core Unisys OS 2200 Mainframe technologies.
• At least 10 years' experience with the GMF Application (or similar IRS Tax Processing Applications) and large enterprise application development methodologies with at a minimum of 5 years using Agile.
• Experience developing physical and logical architecture, leveraging client templates and processes.
• Must be client focused, display interpersonal skills and be an effective subject matter expert in providing guidance to the team during the modernization effort.
• Understanding of IRS GMF and related Tax Processing Applications.
• Knowledge of Application Architecture with Unisys OS 2200 platform.
• Knowledge of computer programming, database access, and applicable tools.
• Experience with Unisys COBOL, both ACOB and UCOB.
• Experience with DMS, RDMS, ECL, InfoConnect and related tools.
• Knowledge of Java, mainframe programming and migration.
• Understanding of Cloud Technologies (AWS, Azure, etc.)      
• Knowledge of IRS applications on IBM z/OS Platform .  

Desired:

• An Active IRS MBI Clearance is highly desirable.
