SAIC is seeking an experienced Procurement/Subcontracts Principal who thrives in managing enterprise-level agreements and negotiations. One must possess a robust understanding of the federal and commercial marketplace offerings and is adept at leveraging this knowledge to minimize risk and cost for the company. Familiarity with FAR principals’ help ensure all procurement activities meet the compliance standards of Indirect Incurred Cost Audits by CPSR, as directed by DCMA.

This role requires a professional with a strategic vision, a keen understanding of the contracting and procurement processes, and the ability to operate effectively within a complex corporate structure. The ideal candidate will be adept at balancing cost control, risk management, and relationship building to support SAIC’s operational requirements and strategic objectives. This team dynamically supports both the acquisition of Goods, Services, Software, Professional Services, Consultants, Lobbying support, etc.  If you are ready to contribute to a comprehensive acquisition organization that supports not just the external mission, but the internal customer goals and initiatives, then we are looking for you to join our Corporate Services Team at SAIC as a strategic procurement expert.

This position is 100% remote. 

Primary Responsibilities:

  • Act as the contract knowledge expert for supported efforts within SAIC, advising Corporate functional organization professionals on proper agreement types and associated risks to ensure compliance and contractor performance.
  • Influence and educate both internal and external partners on contracting strategies, marketplace dynamics, competitive and negotiated strategies as required.
  • Create compliant Request for Proposal/Quote (RFx) with all supporting documentation to satisfy both SAIC and CPSR indirect audit requirements.
  • Facilitate, negotiate, and administer a comprehensive range of contractual agreements, such as notices to proceed, non-disclosure agreements, and RFP packages, as well as manage the complete lifecycle of pre and post-contract documentation.  This includes distributing proposal information to SAIC Technical teams and providing guidance through the evaluation and down-selection phases, leading into the final negotiation and award stages, while also managing the ongoing administration throughout the contract's duration.
  • Review and negotiate software End User License Agreements (EULA) and Terms of Service/Use (TOS/U) for cloud items, collaborate with requesters, legal, cyber security, and privacy teams to minimize risks to SAIC.
  • Source, negotiate, and procure IT hardware, software, fabricated parts, machinery, equipment, tools, parts, services, supplies, and incidental services needed for organizational operations.
  • Develop and maintain supplier relationships, utilizing strategic contracting tactics to optimize SAIC’s interests while mitigating business and financial risks.
  • Perform cost/price analysis of supplier offers in line with SAIC policies and requirements, and develop negotiation positions in coordination with technical teams.
  • Regularly interact with a broad range of internal stakeholders, including management at all levels and functional management, for acquisition requirements and issue resolution.
  • Analyze statistical data to determine feasibility of product purchases and to establish price objectives, and monitor supplier performance.
  • Contribute to the development of innovative concepts, techniques, and standards, and be recognized as an expert in the field within SAIC.
  • Offer guidance to junior team members to meet goals in accordance with established policies, and suggest policy changes that may benefit the organization.

Qualifications

Required Education and Qualifications:

  • Bachelor’s Degree and minimum ten (10) years or more of related experience. Masters and eight (8) years or more experience. Additional four (4) years of experience considered in lieu of degree. 
  • Expert level: Business terms negotiation to reduce risks to the enterprise with both professional services and major technology system(s) acquisition(s) or enhancement. Considered an expert in the field of contracting and procurement within the organization.
  • Experience in INDIRECT Commercial and Federal/Government contracting industry.
  • Proven ability to manage complex procurement and contracting processes.
  • Deep experience in managing enterprise/commodity type agreements.
  • Experienced in data analytics and uses data to drive internal efficiencies and supplier improvement.
  • Experienced negotiator that will seek opportunities to drive down cost.
  • Strong interpersonal skills for interacting with team members and clients.
  • Familiarity with industry pricing trends and supplier performance monitoring.
  • Solid understanding of contract law and regulations, including copyright, and eagerness to learn more on technology and software regulations with emerging AI regulations on the rise.
  • Prior experience with IT hardware and software procurement and license negotiation.
  • Ability to work autonomously on assignments and propose policy enhancements.
