SAIC is hiring a Technology Transition Advisor to support Trusted and Assured Microelectronics (T&AM) Program within the Office of the Under Secretary of Defense for Research and Engineering (OUSD(R&E)).   Under the direction of the T&AM Program Manager (PM), this position facilitate the achievement of transition to DoD Program Offices of microelectronic devices, systems, and capabilities through persistent, proactive stakeholder engagement, communication of requirements and timelines to T&AM program execution leads, planning for transition events including demonstrations, testing and evaluation, and preparation of fact sheets, slides, and narrative collateral to share information about T&AM technologies.

 Job Duties Include:

  •      Advise the Military Services, Joint Staff, and OSD stakeholders on strategies for successfully transitioning technologies from prototypes and joint experimentation activities to Service programs of record.
  • Provide subject-matter expertise related to various transition pathways.
  • Support the development and execution strategy for the T&AM Program.
  • Establish connections among members of the Defense Industrial Base (DIB) and T&AM Program microelectronics innovations.
  • Collaborate with stakeholders through decision-making forums (e.g., DMAG, Issue Team, JROC, etc.) to facilitate technology transition activities.
  • Proactively engage and provide support to stakeholders in developing, maintaining, and executing technology transition plans.
  • Maintain liaison with OSD CAPE and OUSD(A&S) for transition-related issues.
  • ·    Prepare and deliver status reports to senior DoD leadership.

Qualifications

  • US Citizenship and an active Secret Top Secret with the ability to obtain a TS/SCI.
  • A bachelor’s degree with 10 years of relevant experience. Master’s plus 8 years of experience.
  • Extensive experience supporting the DoD and/or IC.
  • Subject-matter expertise in overcoming systemic technology transition challenges associated with the DoD acquisition “Valley of Death.”
  • Demonstrated record of successfully transitioning technologies from prototypes and joint experimentation activities to Service programs of record.
  • Program management experience leading a $50M+ technology development, design, manufacturing, integration, or test program; or leader of a portfolio of technology development programs.
  • Expert knowledge of DoD and Service-specific acquisition and innovation pathways.
  • Strong organizational skills with attention to detail
  • Experience in planning and coordinating technical reviews, panels, or similar meetings with diverse participants; experience in preparing, coordinating, and presenting briefings.
  • Experience with Microsoft Office software. Excellent communication skills; experience writing white papers, briefings, correspondence, and reports.
  • Extensive experience in the Pentagon at OSD, Joint Staff, or other high-level organization.

Desired Qualifications:

  • Recent experience working with DoD and/or IC organizations associated with capability development such DARPA, SCO, ONR, NRL, AFRL, ARL, DIU, In-Q-Tel, DAF RCO, Space RCO, Navy RCO, or Army RCCTO.
  • OSD, Joint Staff, and/or Service Staff experience.
  • Self-starter, able to take initiative and operate independently.
  • Executive presence with highly effective communication and interpersonal skills and the ability to convey complex technical concepts to audiences of all levels of technical experience.
  • Ability to develop high-quality, professional briefings and written reports to succinctly capture technical concepts for senior DoD leadership and Congress.
