SAIC is hiring a Program Analyst to support the Office of the Under Secretary of Research and Engineering (OUSD(R&E)), Digital Engineering, Modeling & Simulation (DEM&S) directorate (https://ac.cto.mil/sea/dems). The candidate will contribute directly to advancing DEM&S goals by facilitating collaboration, enabling stakeholder interactions, and supporting digital engineering initiatives.

As a mid-level member of the team, the ideal candidate will have expertise in digital engineering, modeling & simulation, and Model-Based Systems Engineering (MBSE), combined with a strong background in managing digital content, coordinating outreach strategies, and supporting technical communities of practice. This role requires both strategic thinking and detailed project execution.

This position is hybrid remote with onsite work located in Alexandria, VA. The candidate must reside in the National Capital Region (NCR).

Key Responsibilities:

  • Manage the DEM&S Community of Practice (CoP): Oversee the collection, organization, and dissemination of content to ensure alignment with community goals. Curate and maintain the DE/MBSE Body of Knowledge (BoK), ensuring it is current and meets organizational needs (e.g., https://www.de-bok.org/; https://ac.cto.mil/digital_engineering/).
  • Collaboration Support: Provide analysis and reporting on collaboration efforts, document outcomes, and manage outreach activities. Support engagement with internal and external stakeholders.
  • Website and Digital Platform Management: Develop and update content for the DEM&S websites, ensuring digital platforms reflect the latest policies, standards, and organizational information.
  • Policy, Guidance, and Standards Support: Coordinate the development, review, and dissemination of policies, guidance, and standards across DEM&S initiatives.
  • Stakeholder and Organizational Interaction: Facilitate collaboration between DEM&S and key organizations such as R&E, CIO, CDAO, and the Services to ensure integrated support for digital engineering efforts.
  • Support Team Activities: Maintain project schedules, assist with briefing development, and coordinate national and international meetings to advance DEM&S objectives.
  • Logistical and Operational Support: Coordinate logistical details for DEM&S leadership, including travel arrangements, event coordination, and external communications.
  • Digital Engineering Outreach Strategy: Assist in the development and execution of outreach strategies for DEM&S, ensuring effective messaging across social media, websites, and publications.
  • Analysis and Reporting: Monitor digital content performance using analytics and provide insights and recommendations for improvement to DEM&S leadership.

Qualifications

Required Clearance:

  • Interim Secret clearance required to start; Ability to obtain a Secret clearance required to maintain employment.
  • US citizenship required.

Required Education and Experience:

  • Bachelor's degree with a minimum of six (6) years' experience; Master's degree with a minimum of four (4) years' experience. 

Qualifications:

  • Strong written and verbal communication skills with an ability to translate technical content into clear, accessible language.
  • Experience in developing and managing communication strategies across multiple channels, including social media, websites, and technical publications.
  • Ability to work collaboratively with internal and external stakeholders while managing multiple projects and deadlines.
  • Knowledge of content management systems and digital analytics tools.
  • Experience developing or updating DoD policies, guidance, or training related to digital engineering, digital transformation, or advanced technology.
  • General understanding of modeling and simulation practices, including validation and verification techniques.
