SAIC’s National Intelligence Community (NIC) Business Unit, USG Mission, and Information Technology Division, provides solutions and services supporting digital modernization programs in areas such as systems engineering, multi-cloud computing, cybersecurity, data science and analytics, artificial intelligence and machine learning, quantum computing, application development, DevSecOps, cloud network operations, and secure communications. 

We are seeking a highly motivated Application Development Lead to join our National Intelligence Program providing analytic and software capabilities to include data visualization tools, language translation, data ingestions, extraction, and modeling. 

As the Application Development Lead, you will oversee full stack and software development across our enterprise IT environment, ensuring seamless operation and continuous improvement of both new and existing applications in production. This role is crucial for driving the development and maintenance of high-quality applications that meet the needs of our enterprise environment.  This position can be in Herndon, VA, McLean, VA or Chantilly, VA and requires an active TS/SCI clearance with Polygraph.  

Responsibilities will include, but are not limited to, the following: 

  • Lead the development and maintenance of full stack applications, ensuring robust, scalable, and efficient solutions. 
  • Oversee the management and support of current applications in production, ensuring their high availability and performance. 
  • Manage and mentor development team will be key, as you'll provide technical guidance and conduct code reviews to drive high standards of code quality and team performance. 
  • Foster collaboration with cross-functional teams, including product management, QA, and IT operations, will ensure the seamless integration and delivery of applications.
  • Plan, coordinate, and execute development projects, aligning them with business goals, timelines, and budget constraints. 
  • Develop and implement technical strategies and best practices for application development and maintenance will be crucial. 
  • Identify opportunities for continuous improvement for both process and technology enhancements to boost development efficiency and product quality. 
  • Maintain documentation of development processes, architectural designs, and system configurations to ensure applications adhere to security best practices and compliance requirements will also be part of your responsibilities.
  • Proactive leadership and team management skills, along with strong analytical and problem-solving abilities, will help you address complex technical challenges. 
  • Excellent communication skills are needed to collaborate with cross-functional teams and convey technical concepts to non-technical stakeholders. 
  • Experience in project management, including planning, coordinating, and executing development projects, is important.

Qualifications

Requirements:

  • Active TS/SCI with Poly.
  • Bachelors and fourteen (14) years or more experience; Masters and twelve (12) years or more experience; PhD or JD and nine (9) years or more experience.
  • Will consider additional 4 years’ experience with a HS diploma in lieu of a Bachelor's degree. 
  • Demonstrated proficiency in modern programming languages including Java, Python, and JavaScript. 
  • Proven experience with development frameworks such as React, Angular, and Node.js for building robust applications.
  • Expertise with full Stack Development and comprehensive understanding of front-end and back-end technologies.
  • Expertise in developing, deploying, and managing web applications across different platforms.
  • Solid experience with database management, design, optimization, and management.
  • Demonstrated experience and knowledge of Cloud Platforms such as AWS and Azure to include cloud-native applications and microservices architecture.
  • Experience in CI/CD pipelines with demonstrated understanding of DevOps practices and tools such as Jenkins, Docker, Kubernetes, and Terraform.
  • Advanced knowledge of application security, including secure coding practices, vulnerability assessment, and mitigation strategies.
  • Expertise in Agile development practices, including Scrum and Kanban, to manage and deliver projects efficiently.

Desired Certifications:

  • Microsoft Certified: Azure Developer Associate.
  • AWS Certified Solutions Architect.
  • Certified Information Systems Security Professional (CISSP).
  • Software Engineering Master Certification (SEMC).
  • Microsoft Certified Solutions Developer (MCSD).
