Description

The National Security Customer Group of SAIC is seeking a Project Manager for Emissions Security (EMSEC) to support an IT Service Management effort for USTRANSCOM located at Scott Air Force Base (AFB) in Illinois.  The USTC Managed Information Technology Services (MITS) contract provides strategic, technical, and program management guidance and support services to facilitate the operations and modernization of the combatant command’s infrastructure, systems, and applications. This support is provided to the USTC Command, Control, Communications & Cyber Systems Directorate (TCJ6).  

The Project Manager for EMSEC will function as the USTRANSCOM subject matter expert that provides guidance to USTRANSCOM personnel to ensure the protection of the USTRANSCOM systems and information compliance.  The Project Manager for EMSEC will assist USTRANSCOM Senior Information Security Officer (SISO),CIO, and  Joint Security Office (JSO)  in the providing services required for implementing and conducting the EMSEC program.

Responsibilities:

  • Define EMSEC program documents, such as requirements for assessing, identifying, and implementing countermeasures.
  • Assist the government in completing EMSEC Countermeasure Reviews for information systems, communications systems, and cryptographic equipment.
  • Authenticate and validate information systems, communications systems, and cryptographic countermeasures.
  • Certify EMSEC requirements have been met in conjunctions with the Information Protection Office.
  • Support host installation TEMPEST and EMSEC assessments by serving as the main point of contact.
  • Capture and submit EMSEC artifacts, such as drawings and technical documents, and submit requests and waivers.

Qualifications

It is required that the Project Manager for EMSEC have the following qualifications:

  • BA/BS and Five (5) years of experience
  • Active Secret Clearance
  • EMSEC Security Managers Course
  • Must have at least one of these IAT Level II certifications: Security+, CECCNA-Security, CySA+ **, GICSP, GSEC, CND, SSCP
  • ITIL Foundations certification (v4 or higher), must earn within 60 days of offer acceptance

Desired Qualifications  

  •        MA/MS
  •        Certified Emission Security (EMSEC) Engineer or Certified Emission Security (EMSEC) Technician
  •        Project Management Professional (PMP)

Target salary range: $80,001 - $120,000. The estimate displayed represents the typical salary range for this position based on experience and other factors.
