Description
SAIC is seeking a mid-level contracts professional to provide full service support to the Office of Space Launch (OSL) and Office of Contracts personnel assigned to OSL to include cradle to grave contracting. Responsible for providing business expertise and guidance to the OSL for all contracting related matters. Responsible for facilitating communication and information flow between all internal and external agencies to the OSL.
Key duties and/or responsibilities:
Specifics of Primary Duties:
1. Perform acquisition planning to include composing Acquisition Plans and Justifications and Approvals.
2. Coordinate and brief Acquisition Strategy Councils and Contract Review Panels.
3. Form, organize, and lead proposal evaluation teams.
4. Write, publish, and administer contract solicitations and corresponding amendments.
5. Write, publish, administer, and manage contract awards and subsequent engineering change proposals and modifications.
6. Create detailed contract pricing spreadsheets and perform the corresponding price/cost analysis.
7. Compose Pre-Negotiation Approval Briefs and Negotiate contract actions and compose Price Negotiation Memorandums.
8. Monitor contractor performance, expenditures, funding obligations, and schedule in accordance with the terms of the contract.
9. Brief OSL Contracts Team Chief and OSL Senior Contracting Officer on contracts and personnel matters.
10. Facilitate communication to/from the OSL Contracts to all other OSL divisions.
11. Interface with Office of the General Council for contract reviews and policy inquiries.
12. Serve as the OSL Contracts focal point for day-to-day operations.
Secondary Duties:
1. Develop schedule and support acquisition planning and strategy for competitive procurements.
2. Develop acquisition documentation including RFI, J&A, RFP, SSP, CDRL, Award Fee Plan, Evaluation Criteria, Proposal Prep Instructions, SOW, etc.
3. Participate in evaluation of submitted RFI responses and proposals.
4. Produce final source selection documentation including Evaluation Reports, SSA Briefings, and Offeror Debriefings.
5. Coordinate with NRO/OC/ACE on acquisition websites and postings.
6. Research/advise on FAR and NAM provisions and contracting principles.
7. Attend OSL internal process meetings.
8. Support Program Control in developing budgets and spend-plans and monitoring execution rates.
9. Provide contract knowledge to special projects as direct by the customer.
10. Interface with OSL leadership on behalf of the OSL Contracts.
Qualifications
Clearance/Access Requirements:
· Must have current TS//SCI (BI within last 7 years) clearance w/polygraph (be able to complete CI poly).
Qualifications, including training and education:
· Bachelor’s degree with at least 9 years of relevant experience; or Master’s degree with 1 year of relevant experience.
· Experience with Microsoft Office tools (PowerPoint, Excel, Word).
· Strong communication and coordination skills necessary.
· Understanding of handling sensitive information with discretion.
· Desktop software experience to include spreadsheet and briefing development and database reporting.
Desired Qualifications:
· One year of space launch experience.
· Experience with Collaborative tools (Confluence, JIRA).
