SAIC has an opening for a Naval Aviation Enterprise (NAE) Senior Program Analyst supporting the Current Readiness Team and Total Force Team in Norfolk, Virginia.  Applicant should possess specific subject matter expertise in manning and personnel readiness across the entire process from recruitment to retirement to support CVN and Type/Model/Series wing and unit manning readiness. 

This position is located on site in Norfolk, VA.  Candidate MUST be willing to relocate

JOB DESCRIPTION:

  • Defines manning readiness problems, analyzes, and develops strategies to achieve assigned objectives based on data from authoritative sources to support current readiness.
  • Provides on-site support to the customer on program/project operations at COMNAVAIRLANT Headquarters.
  • Brings disparate stakeholders (NAE Current Readiness, TYCOM N1s, Naval Personnel Command, Fleet N1s) together to improve transparency, data-driven analyses, proposed courses of action, and decision-making by Naval Aviation leadership on manning related issues.
  • Using continuous process improvement methods, identifies barriers to achieving desired readiness and develops recommendations to remove them.
  • Manages the preparation of analyses, evaluations, and recommendations for presentation and implementation.
  • Performs analyses and supports creation of client responses to Action Items issued by leadership related to manning issues.
  • Supports Total Force Team projects dedicated to creating new or improved readiness and performance metrics.
  • Works with stakeholders to improve the analysis and display of manning readiness data to support leadership engagement and decision-making.

Qualifications

REQUIRED EXPERIENCE AND CLEARANCE:

  • Bachelor’s and ten (10) years’ experience at a minimum. Master’s Degree and eight (8) years’ experience. Will accept additional years experience in lieu of a degree.
  • A senior enlisted/commissioned officer in the US Navy preferred. 
  • Experience in Navy Manning policy, management, and analysis preferred.
  • Experience in MPTE and personnel readiness.
  • Proficiency with MS Office Tools.
  • Experience with Continuous Process Improvement tools and approaches.
  • Working knowledge of Tableau (or other data visualization tools) and SharePoint.
  • Candidate must be a US Citizen and currently possess an active Secret security clearance.

DESIRED EXPERIENCE:

  • Prior military experience as a Commissioned Officer, Senior Non-Commissioned Officer, and/or senior level DoD government experience (O4-O6, E8-E9, GS13-15).
  • Expertise analyzing and merging data from disparate sources.
  • Demonstrated experience in programming within Microsoft Excel, including Power Query/Power BI.
  • Familiarity with modern software languages (R+, Python).
  • Experience in Navy Manpower policy, management, and analysis.
  • Familiarity with Jupiter and MyNavy HR’s Enterprise Authoritative Data Environment (ADe).
  • Familiarity with Performance to Plan (P2P) and Get Real Get Better (GRGB) Initiatives.
  • Familiarity with Relational Administrative Data Management (R-ADM), Detailing Marketplace Assignment Policy (DMAP), and Limited Duty (LIMDU) processes.
