Description
This Senior EVM position is at the Federal Aviation Administration (FAA) and supports the ERAM Program. ERAM stands for En Route Automation Modernization. ERAM technology is the heart of the Next Generation Air Transportation System (NextGen) and the pulse of the National Airspace System (NAS). ERAM is vital to the future of air navigation, providing the foundational platform required for FAA to enable NextGen solutions, via modernization programs such as System Wide Information Management, Data Communications, and Automatic Dependent Surveillance- Broadcast. The ideal candidate will:
· Provide high-level Technical Earned Value Management (EVM) guidance, oversight, and support to the ERAM Program Office.
· Process approved baseline changes and maintain the Project Budget Log (or CBB Log).
· Review and update any program Capital Investment Plan - CIP updates or changes to the ERAM programs.
· Coordinate with the ERAM program office and team to develop the program Budget at Complete (BAC) and associated Management Reserve (MR).
· Work with the ERAM Program Control Team (AJM-213) in integrating the planned program spend plan within ERAM EVM.
· Assist to run month-end-reports (Integrated Program Management Report (IPMR), Control Account Plan (CAP), Contract Mapping, and 3 Month Outlook).
· Generate regular EVMS performance reports and communicate project status to project leads regularly. Perform schedule risk analysis, generating comprehensive at-completion cost estimates and preparing formal reports and presentations (CPI, SPI, BAC, EAC, ETC).
· Provide Schedule, Cost and Variance Analysis monthly and posts in CIMs EVM tool.
· Monitor project risks and implement risk mitigation strategies within the EVMS framework.
· Assist Control Account Managers and Program Managers understand the sources of cost and schedule performance problems.
· Develop and maintain an Earned Value Management baseline that interfaces with Integrated Master Schedule (IMS).
· Setup a monthly coordination meeting with vendor/s; meet with the vendor/s to review EVM data and Master Schedule.
· Responsible for reviewing the prime contractor IPMR - Integrated Program Management Review CDRL (PMO3) Formats 1 - 7
· Assist in the development of Control Accounts with assigned Control Account Managers (CAMs) (Program cost and schedule baselines).
· Work with the program office during Investment Analysis phases (Initial Analysis Readiness Decision (IARD), Initial Investment Decision (IID), and Final Investment Decision (FID) thru contract award; develop program planned budgets thru program baseline.
· Develop Work Packages that align with the Integrated Master Schedules (IMS).
· Assist (if applicable) to the program's “rolling wave” (RW) schedule planning.
· Import schedule data from the IMS (baseline, actual, and forecast dates).
· Document EVMS processes, assist the Government with process implementation, and assure continued EVMS compliance so that earned value data is accurate, reliable, and timely.
· Provide support for Integrated Baseline Reviews (IBR), including reviewing previous IBRs, preparing data calls, coordinating, and training the Government team, and providing data analysis support in assessing IBR objectives.
Qualifications
The selected candidate should possess the following skills:
• Bachelor's Degree or technical discipline as required or equivalent combination of education, technical training and/or work experience that deem the candidate qualified
• A minimum of 15 years of experience working with budget, finance or EVM analysis efforts
• Skilled in using MS Suite (Word, Excel, PowerPoint)
• Excellent written and verbal communication skills using both technical and user-friendly language
• Possess a flexible personality, self-motivated and willingness to multi-task
• Detailed-oriented mindset and proficiency in researching and analyzing highly technical information and systems
• Strong interpersonal skills and the ability to work both independently and as a part of a team
• Proven communication, analytical and problem-solving skills, as well as, the ability to identify and resolve issues to maximize the benefit of system investments.
• Excellent troubleshooting skills
• Proven analytical and creative problem-solving abilities
US Citizenship required with the ability to obtain and maintain a Public Trust clearance.
