SAIC is seeking a proactive and agile PMO Analyst Task Lead to coordinate activities and requirements with mission managers and technical teams; prepare executive-level briefings; manage the project’s budget; and track project status and milestones in support of the National Counterintelligence and Security Center (NCSC).  As a pivotal member of this team, you will regularly interface and coordinate with mission users, technical subject matter experts, and Directorate leadership on NCSC’s technical tools and capabilities.

The ideal candidate is forward leaning and able to operate in a fast-paced environment and pivot between multiple activities while managing tasks efficiently; can proactively identify obstacles and recommend actions; has familiarity with information technology and development cycles; and has experience developing executive-level presentations.

Responsibilities include:

  • Maintain and develop executive level software roadmaps that indicate technical level achievements, resource milestones, and user requirements for communicating status  updates with the government personnel.
  • Manage and execute multiple project budget exercises, to include providing status updates on requirements and potential budget shortfalls.
  • serves as the liaison between the government mission user and the service provider to help relay technical requirements, application fixes, and software progress reports with technical teams.
  • Draft executive-level presentations and talking points for Directorate leadership - highlighting the current and future state of the program and tools.
  • Identify, deconstruct, and track technical milestones and itemized tasks related to tool development, schedule, security, maintenance, and deployment.
  • Schedule and coordinate government meetings; develop read-ahead material; and track data calls, action items, and milestones.
  • Provide detailed progress reports and activity status on a weekly basis highlighting accomplishments and planned activities for the government project coordinator.
  • Maintain awareness and familiarity of the technical tools and operational flow to convey the purpose and benefits to the government personnel.

Qualifications

Required:

  • Active TS/SCI with CI polygraph
  • Bachelors and fifteen (15) years or more of related experience; Masters and thirteen (13) years or more experience; PhD or JD and ten (10) years or more experience.
  • 3-5 years’ experience within an IC Agency, preferably ODNI
  • Experience in providing reviews for complex projects to leadership, including status, risks, summarizing customer requirements, identifying dependencies, and assisting the government personnel with responsive project plans, estimating costs, and other resources using analysis.
  • Direct experience with the software lifecycles (Development, Test, and Production), decommissioning, deployment, and enhancements. 
  • Working knowledge of the software security business and the ability to communicate technical fundamentals to government staff and assigned personnel.
  • Demonstrated ability to balance responsibilities among program/project activities, and the ability to manage transitions effectively from task to task while adapting to customer needs.
  • Understanding of IC (ONDI preferred) financial systems and processes including knowledge and understanding of resource management concepts, principles, and practices to facilitate and integrate financial support services.
  • Knowledge of budgetary processes, federal and Intel fiscal cycle, funding practices, and contracting issues.
  • Ability to communicate, both verbally and in writing, complex information in a clear, concise manner that is targeted to and meets the needs of diverse audiences including ODNI and IC wide executives.
  • Interpersonal, organizational, and problem-solving skills, including a demonstrated ability to work effectively with diverse teams and ODNI personnel.
  • Ability to to quickly apply new technologies, methodologies, and technical languages.
  • Experience with Workforce Management, BASIS, XACTA, Microsoft Office including One Note.
