Position Description

This role is a temporarily remote schedule due to Covid-19, but could be asked to return to the office full time at the request of the customer.

Responsible for planning and scheduling various projects and level of effort workloads. Gathers and analyzes information to plan materials, resource requirements and determine estimates to complete.  Prepares MS Project plans and creates status reports on milestones and project status for stakeholders. Ensures that the assignment and scheduling of work follows Department of State and Vanguard policies.  Provides assistance and consulting to project team members to ensure that milestones and deadlines are met.  Evaluates current procedures and recommends changes to improve the efficiency of planning and scheduling of projects and level of efforts. Relies on extensive experience and judgment to plan and accomplish goals. 

Quality Assurance (QA) duties will directly support the organization’s leadership and will be responsible for supporting tasks related to helping obtain and maintain their ISO/IEC 20000-1:2018 (ISO 20K) certification. This includes supporting all aspects of setting up DOS customers’ processes and procedures, assisting in preparation of internal audits, and supporting tasks that prepare organization for external third-party audits for ISO 20K certification.

Description of Duties

  • Coordinate all planning and status of activities within the service line including:
    • Assist managers to develop planning and work packages.
    • Gather monthly milestone updates.
    • Develop responses to variances.
    • Assist managers with corrective action.
  • Utilize methods to assist with planning and tracking projects utilizing ServiceNow, Microsoft Project, and other tools.
  • Provide performance analysis on cost, and schedule performance, SLAs, and the associated variance analysis as needed.
  • Assist the budget officer in the execution of duties associated with purchase requests (PRs) and contracts for both material and services.
  • Develop and maintain Microsoft Project schedules and activities.
  • Interfaces and collaborates with team members, stakeholders, and management to anticipate and manage changes to projects and levels of efforts, such as, but not limited to, technical requirements, business requirements and schedule.
  • Assist the Service Line Lead in the implementation of Quality Assurance policies and standards.  and standards
  • Act as a liaison between departmental end users, stakeholders, and the development team to document all required artifacts.
  • Compose technical documents such as manuals, standard operational procedures and/or guides as needed.

Qualifications

Required Education/Experience  

  • Bachelor’s degree and 6 years of related experience; master's degree and 4 years of related experience;  10 years of experience may be considered in lieu of a degree.
  • Two or more years of project management experience in the IT environment.
  • Experience with implementing QA policies and standards
  • Detail-oriented and able to follow processes.
  • Excellent written skills required for preparation of process documentation, deliverables, and other work products.
  • Excellent verbal, interpersonal, and presentation skills.

Required Experience/Skills/Attributes

  • Expert with MS Project and Excel
  • Ability to work with server-based Enterprise Project Control tools.
  • Strong skills in the Department of State’s collaborative and document storage tools – SharePoint and MS Teams. Must be comfortable using these tools.

Required Clearance

  • US Citizenship
  • Ability to obtain a Top Secret Clearance
  • Ability to obtain an Interim Top Secret Clearance prior to starting work.

Desired Experience/Skills/Attributes

  • Project Management experience/certifications.
  • ITIL® v4 Foundation certificate highly preferred.
  • Experience with ISO/IEC 20000-1:2018 processes highly preferred
  • ITIL Intermediate module - ITIL Service Lifecycle
