SAIC’s Business Enablement represents the full depth and breadth of the acquisition value chain – from the sell side (customer engagement and strategy development) to the buy side (program execution, strategic alliances, supply chain management and subcontractor development).  We are the full acquisition organization that supports our external and internal customer mission. Our dynamic team of acquisition professionals support key business areas and strategy for SAIC’s Growth Technology Accelerants (GTA) as well as core business initiatives.  GTAs include Secure Cloud, Enterprise IT and Systems Integration & Delivery.  Core business includes Engineering Services and IT & Technical Services. 

This position is 100% remote nationwide

SAIC’s Business Enablement organization is seeking a Contracts Principal to manage contracts/proposals with NASA and/or NOAA. The position requires knowledge of the government contracts field and will conduct the preparation, negotiation, acceptance, and management of government contracts to provide for proper contract acquisition and fulfillment in accordance with company policies, legal requirements, and customer specifications.  

Duties Include:

  •  Reviewing contractual documents to ensure adherence to company policy, government specifications and requirements, and conformance to master agreements.
  • Advises management of contractual rights and obligations and provides interpretation of terms and conditions. Represents organization as a prime contact on contracts or projects.
  •  Interacts with senior internal and external personnel on significant matters often requiring coordination between organizations.
  • Develops solutions to complex problems, which require the regular use of ingenuity and innovation.  
  • Ensures solutions are consistent with organization objectives.  
  • Supports commercial work as well as complex efforts including Firm Fixed Price (FFP) defined delivery efforts. 
  • Proposal preparation; negotiation and administration of various contracts to include Cost Reimbursable (CR), Time and Materials (T&M), Firm Fixed Price (FFP) and multiple Task Order contracts development; preparation, negotiation, and administration of teaming agreements and proprietary information agreements; collection and submission of data for regulatory reporting; and management of OCI Plans. 

Qualifications

Required Education and Qualifications:

  • Bachelor’s Degree in Business Administration or a related business discipline, and minimum ten (10) years experience. Master's Degree in Business Administration or a related business discipline, and eight (8) years experience. Additional 4 years of experience in lieu of degree. 
  • US Citizenship Required
  • Cost proposal experience is required
  • Thorough understanding and wide application of principles, concepts, practices, and standards in contract administration
  • Full knowledge of industry practices
  • Knowledge of relevant laws, regulations, terms, conditions, and policies governing assigned contracts, including FAR, TINA and CAS
  • Excellent negotiation, oral, and written communication skills are required.
  • Effective critical thinking skills and ability to assimilate.
  • Experience in contract risk management and negotiation
  • Strong written correspondence skills
  • Ability to synthesize complex legal & contractual topics and communicate to internal (or external) collaborators with different backgrounds and disciplines
  • Ability to work independently with minimal supervision.
  • Strong organizational skill and ability to handle a fluctuating workload and multiple priorities
  • Deliver on commitments be reliable, highly organized and structured, risk sensitive, agile and creative.
