Description

Oversees and manages the budget and financial management aspects of ongoing NRO facilities, construction, and other infrastructure projects and serves as liaison between project management and planning, project team, and line management. Reviews status of projects and budgets; manages schedules and prepares status reports. Assesses project issues and develops resolutions to meet productivity, quality, and client-satisfaction goals and objectives. Develops mechanisms for monitoring project progress and for intervention and problem solving with project managers, line managers, and clients. Responsible for ensuring contract requirements and subcontractor responsibilities are being accomplished including working on the definition and implementation of project planning techniques to provide visibility on the contract.  Responsibilities may include developing budgets and schedules to meet contractual/project requirements for an assigned portion of a program, participating in and establishing and defining program plan requirements, and monitoring and reporting performance against plans to ensure that contractual, cost and schedule objectives are met. Complete understanding and wide application of principles, concepts, practices, and standards. Full knowledge of industry practices. Performs assignments in the form of objectives and establishes goals to meet outlined objectives. Work is reviewed by management to measure meeting objectives. Administers company policies that directly affect employees. Recommends changes to team policies.

 

Job Responsibilities:

 

  • Perform budget and financial management for the large NRO portfolio of facilities, construction, and other infrastructure programs and projects
  • Organize and facilitate regular Program Management Reviews for each portfolio with significant attention to accuracy and efficiency of data presentation plus organization of relevant action items
  • Review program requirements and spend plans for accuracy and completeness.
  • Identify and convey resource trade- offs within and among competing programs and provide senior managers with resource alternatives.
  • Analyze contract budget and financial data to ensure appropriate use of government resources and efficient completion of work requirements
  • Assist in the design, implementation, and use of corporate resource information repositories, databases, decision support tools, strategies, processes, procedures and reports to ensure accurate financial reporting and management oversight in support of program initiatives.
  • Propose resource realignments and sources at the Program and Directorate level as required to maintain program execution or to respond to unplanned circumstances.
  • Review funding documentation for accuracy and compliance with applicable NRO policies and instructions. 
  • Maintain appropriate internal controls to minimize data inaccuracy and/or unauthorized use of NRO funds.
  • Consolidate and review program level UFRs, recommending changes and prioritization to senior management.
  • Edit and draft budget summaries, charts, memoranda, issue papers and talking points for senior management.
  • Prepare and brief senior government management, collaborate with COTRs/CLIN managers to accurately fund government contracts, recommend options to fund high-priority mission essential projects.

Qualifications

Clearance to be able to remain on the program: TS/SCI with Polygraph 

Required Education and Experience:

  • Bachelors and ten (10) years or more of related experience; or years of experience in lieu of a degree; or Master and eight (8)  years or more of related experience.   

 

Desired Experience:

  • Experience with management and reporting of federal facilities and/or construction budgets
  • Experience on NRO Financial systems and tools
  • Critical thinking and ability to work well with a wide variety of customers requesting financial data
