SAIC has an opening for a Proposal Excellence, Senior Manager within the Proposal Development Center (PDC). This role reports to the Director of Proposals and works with proposal center leadership, Sector leadership, and across functional roles. This role is responsible for the proposal team’s execution of guides, proposal processes, templates, and tools aligned with industry best practices and tailored to meet the needs of external and internal customers. This role heavily contributes to the development of winning proposals that are compliant, compelling, high-scoring and high-quality, in response to Federal Government solicitations. The Proposal Excellence, Senior Manager represents the PDC’s level of expertise while supporting diverse customer needs. This role is expected to build and foster relationships across the enterprise, as this position is forward-facing and visible to individual contributors, Sector contributors, and enterprise leaders. The core job duties include the following responsibilities:

·       Leads and develops proposal excellence using metrics, guides, processes, templates, and tools based on external and internal influences

o   Internal – updates based on lessons learned themes, Sector/customer needs, external influence

o   External – industry best practices; industry proposal development changes and trends

·       Color Review Lead: Acts as a lead chair reviewer for top priority opportunities; tracks and maintains a dashboard of proposal assessments and color review timelines and results

·       Proposal Auditor: Audits proposals to identify trends/themes by building case studies and presenting the findings to leadership.

·        Change Management Lead

o   Works collaboratively with PDC leadership and support staff on changes related to processes/ templates/ guides, and proposal best practices and facilitates broad adoption across the PDC and Sectors.

o   Leads change initiatives from inception through deployment.

o   Collaborates with PDC leadership and, if applicable, with Sector leadership to lead/support communication campaigns to educate and train staff.

Qualifications

Bachelor’s degree (can be substituted with 4 years of additional experience)

15 to 18 years of professional experience in a competitive Federal Government environment

At least 10 years of experience specifically in a proposal development leadership role, such as a Proposal Manager, Team Lead, Volume Lead, and/or Book Boss working complex deals valued $100M or above

Trained in Shipley Proposal Processes

Possesses strong leadership and presentation skills

Ability to lead initiatives and present changes/updates to senior leaders

Ability to work autonomously and strongly task oriented

Ability to work collaboratively across a diverse group of contributors and leaders

 Ability to communicate clearly and concisely

 Ability to work extended hours to meet internal deadlines and goals

Desired Experience/Skills/Attributes:

·       Master’s degree

          APMP Certification
