Description
SAIC has an opening for a Proposal Excellence Senior Manager within the Proposal Development Center (PDC). This role reports to the PDC Vice President and works with PDC and Business Development (BD) leadership, Business Group leadership, and across PDC functional roles. This role is responsible for ensuring the proposal team’s guides, proposal processes, templates, and tools are aligned with industry and SAIC best practices. The Proposal Excellence Senior Manager continuously reviews PDC work products and processes to ensure quality and identify improvement opportunities, contributing to the PDC’s ability to develop compliant, compelling, high-scoring and high-quality proposals in response to Federal Government solicitations. This is a forward-facing and visible role that builds and fosters relationships across the enterprise. The core job duties include the following responsibilities:
· Metric Development and Reporting: Develops metrics based on assessing processes, guides, templates, and tools to include lessons learned and feedback from key stakeholders and partners. Creates channels for communication and reporting of metrics and assessments.
· Assessments: Reviews and performs assessments of key proposal bid opportunities as well as PDC standard operating procedures and artifacts to identify trends and themes including comparison to industry standards. Builds case studies, and reports findings across the enterprise.
· Process Improvements: Leads process improvement and change management initiatives from inception through deployment. Continuously monitors, updates, and recommends process improvements through collaborative partnership with PDC leadership and support staff. Reviews and researches PDC work products to enhance efficiencies aligned with SAIC guidelines and industry best practices. Leads change management initiatives, facilitates broad adoption across the PDC, BD and Business Groups through education, training, and leading communication campaigns.
· Color Review Lead: Acts as a lead reviewer to chair top priority bid opportunities; tracks and maintains a dashboard of proposal color review results; participates in proposal section and compliance reviews as required in the various stages of the proposal development lifecycle.
Qualifications
Qualifications
o Bachelor’s degree (can be substituted with 4 years of additional experience)
o At least 15 years of professional experience in a competitive Federal Government environment
o At least 10 years of experience specifically in a proposal development leadership role, such as a Proposal Manager, Team Lead, Volume Lead, and/or Book Boss working complex deals valued $100M or above
o Trained in Shipley Proposal Processes
o Possesses strong leadership and presentation skills
o Ability to lead initiatives and present changes/updates to senior leaders
o Ability to work autonomously and strongly task oriented
o Ability to work collaboratively across a diverse group of contributors and leaders
o Ability to communicate clearly and concisely
o Ability to work extended hours to meet internal deadlines and goals
o Desired Experience/Skills/Attributes:
· Master’s degree
· APMP Certification
