Description

The Director of Proposals Support for Federal Requests for Proposals (RFPs) plays a pivotal role in managing and coordinating the proposal development process within a federal contracting environment. This leadership position involves overseeing teams responsible for crafting compelling and compliant proposals in response to government RFPs. The director ensures the proposal teams collaborate with cross-functional teams, including subject matter experts, writers, and graphic designers, to ensure the timely and accurate submission of high-quality proposals. Additionally, they are tasked with developing and implementing efficient processes, staying abreast of industry best practices, and maintaining a thorough understanding of federal procurement regulations. The Director of Proposals Support is a key player in driving the success of the organization in securing federal contracts through effective proposal management and strategy.

DUTIES AND RESPONSIBILITIES:

  • Strategic Proposal Management: Lead and manage the enterprise-wide approach to proposal development, ensuring a cohesive representation of SAIC's core capabilities and values. Conduct periodic assessments, recommend changes aligned with corporate growth strategy and market dynamics, and comprehensively document corporate proposals.
  • Training Module Development: Establish corporate training modules focusing on proposal processes, methods, and techniques to enhance the skills of the proposal team and contribute to overall organizational proficiency.

·       Team Leadership and Mentorship: Supervise and mentor proposal team leaders and staff, actively participating in proposal manager assignments for Captures and other Growth projects based on availability and alignment. Ensure the initiation, development, and completion of responses to Requests for Proposals (RFPs) produces a compelling, responsive, and compliance proposal.

  • Capture Support: Collaborate with Capture in working sessions to define proposal themes and strategies. Host color reviews and provide support for post-proposal activities, including input for lessons learned and contributing to next steps.
  • Decision Support: Assist in bid and no-bid decisions, leveraging industry knowledge and proposal expertise to inform strategic choices.
  • Streamlining Processes: Lead the development and refinement of templates and standardized processes, contributing to the continuous improvement of streamlined and efficient proposal development practices.
  • Flexibility and Collaboration: Perform other duties as assigned, showcasing adaptability and a collaborative approach to supporting the overall success of the proposals and growth initiatives.

This role is instrumental in shaping the success of SAIC in the federal contracting landscape, requiring a strategic and hands-on approach to proposal management and team leadership.

JOB SPECIFICATIONS:

  • Effective Communication Skills: Demonstrated proficiency in written and oral presentations, with a proven ability to articulate technical concepts persuasively.
  • Customer-Focused Leadership: Proactive and problem solving oriented, capable of professional interaction across all organizational levels, including executive leadership, former military personnel, technical experts, and supporting staff.
  • Resource Management Expertise: Excellent time and resource management skills, enabling effective handling of multiple projects concurrently under tight deadlines.
  • Cross-Functional Collaboration: Strong management skills facilitating results across diverse functional groups and geographically dispersed organizations.
  • Strategic Impact Analysis: Support capture managers and executive leadership in assessing potential impacts on award outcomes based on RFP and proposal analysis.
  • Detail-Oriented and Adaptable: Detail-oriented with the ability to thrive in a fast-paced work environment, including working outside normal business hours during active proposal phases.
  • Team Leadership: Extensive experience managing proposal manager teams of 20 or more coupled with a track record of coaching, mentoring, and upskilling.
  • Data and Tools Driven: Utilize data-driven methodologies to inform and propel continuous improvements, as well as to forecast and anticipate outcomes based on the completion of proposal processes.

Qualifications

Bachelor’s degree compatible to job responsibilities and requirements

Minimum 12 years’ experience in the Federal procurement proposal environment is required, with responsibilities for supervising proposal staff and managing/preparing proposals to include, volume lead, support, and/or writing experience.

Experience submitting proposals greater than $100M in total value.

Experience with traditional video, live orals, and/or demonstration proposals

Evidence of a successful track record of high quality, high scoring proposals

Demonstrated experience in implementing and executing proposal development processes.

Experience working with business groups, business development leads, capture management, contracts, solution, and pricing teams to ensure alignment with the technical, management, and cost/pricing strategies.

Demonstrated understanding of all aspects of the Federal acquisition process and ability to successfully interpret and respond to competitive RFPs.

Detail oriented that understands RFP requirements and ensure 100% compliance.

Understanding of the acquisition life cycle phases of Federal Government contracts and programs; familiarity with the Government task order and RFP development process, Federal Acquisition Regulation (FAR) requirements, and how proposals are evaluated.

Proven ability to analyze RFP requirements and synthesize information to support development of win themes and value propositions.

Excellent interpersonal skills demonstrated by ability to lead proposal teams.

Excellent oral/written communication skills

Knowledge of business development processes, including phases and gates and industry proposal practices to include Shipley Best Practices.

Must be highly computer literate and proficient in using Microsoft Office applications (Word, Excel, PowerPoint) to produce reports, presentations, correspondence, and a variety of other materials.

Desired Requirements

Active clearance holder with proposal experience in response to Strategic Intelligence Agencies & DoD Service Intelligence organizations

APMP certified.

PMP certified.
