SAIC has a Program Manager/Director key requirement for FEDSIM Theater Army Campaign Support TOR in Hawaii. 

The Program Manager (PM) serves as the Government’s main Point of Contact (POC) and provides overall leadership and guidance for all contractor personnel assigned to the TO. The PM ensures the quality and efficiency of the TO. The PM has organizational authority to execute the requirements of the TO. The PM assigns tasking to contractor personnel, supervises ongoing technical efforts, and manages overall TO performance to ensure the optimal use of assigned resources and subcontractors. The PM will have the ultimate authority to commit the contractor’s organization and make decisions for the contractor’s organization in response to Government requirements, issues, concerns, or problems. The PM is responsible for the management, direction, administration, quality control, and leadership of the execution of this TO.

Program Responsibilities:  Lead a large team of contractors and subcontractors to provide direct support to elements of United States Army Pacific.  Task Areas include:

    • Program Management
    • Intelligence Operations 
    • Operations, Plans, and Strategy
    • Experimentation, Assessments, and Training
    • Capabilities Innovation
    • Mission Enabling Services

Qualifications

Minimum Requirements:

  • An active Project Management Institute (PMI) Project Management Professional Certification at the time of proposal submission
  • Ten (10) years of relevant experience managing complex Army, DoD, or Intelligence Community projects/operations of a nature similar in scope and complexity as referenced under this TO (i.e., >$500M)
  • Bachelors degree and eighteen (18) years or more experience, years of experience may be considered in lieu of degree

Desired Qualifications:

  • Fifteen (15) years of experience in direct support of Army, DoD, or the Intelligence Community
  • Five (5) years of experience with intelligence collection or analysis, open source/PIA collection, structured analytic techniques, social network theory, and operations security in the cyberspace domain or cybercrime, including experience teaching difficult concepts
  • Five (5) years of experience in Army Operations, Planning, or Strategy
  • Five (5) years of experience in Army Exercise Support and/or Training
  • Experience with Army Financial Planning and Management processes
  • Five (5) years of experience in leadership of complex tasks, including review of work products for correctness and compliance with industry best practices, DoD standards, and Army standards
  • Five (5) years of experience planning, directing, coordinating, and managing the contractor’s proposed methodologies and approach for a project or program similar in scope and complexity to this TO in a Defense acquisition environment

CLEARANCE REQUIREMENT:

  • Active Top Secret (TS) Clearance with Sensitive Compartmented Information (SCI) Eligibility
