Job Responsibilities:
Works under general direction on routine work.  May receive detailed instructions on new projects or assignments.  Follows established procedures.  Work is reviewed for soundness of judgment, overall adequacy and accuracy.  The Program Controller participates in the planning, tracking, analysis, and reporting on multiple projects of varying contract type, size, complexity, and level of risk. This individual will have a complete understanding and wide application of principles, concepts, practices and standards in Program Control.  Responsibilities include significant interface with project managers, senior technical staff, as well as other functional organizations including contracts, finance, accounts receivable, procurement, subcontract management, etc. 

Duties will include, but are not limited to:

  • Administer and track the progress of contracts from award to contract closeout to include contract set-up, billing and reporting
  • Monitor and prepare reports on cost and schedule variances in order to keep project on schedule and budget and follows established procedures while contributing to the completion of organizational projects and goals.
  • Develops and maintains spend plans to include level of effort projections as well as depletion dates for current funding. Review and monitor contract funding and expenditures.
  • Analyze and reconcile cash flow, profitability, invoicing, unbillables, costs on hold, subcontracts invoice and prepare commitment/accrual to validate current project status. 
  • Ensure revenue is recorded according to the EAC and provide accurate data for inclusion in quarterly forecast plans. 
  • Ability to build and maintain bottom’s up estimate at completions on all project types, meet deadlines for submissions, certifications and provide management with ongoing status of EACs and detailed budgets as contractually required.
  • Ensures adherence to Generally Accepted Accounting Principles (GAAP), Sarbanes-Oxley and all corporate policies and procedures as they relate to contract performance and financials.
  • Manage subcontractor invoice process i.e. approve, process for payment and maintain subcontractor financial data & funding status
  • Performs assignments in the form of objectives and establishes goals to meet outlined objectives.  Work is reviewed by management to measure meeting objectives.

Qualifications

Required Education and Qualifications:

  • Bachelor’s Degree from an accredited institution in a Finance. Accounting or Business Administration discipline with three (3) years or more of relevant experience in Federal government contracting
  • Must be familiar with multiple program types (CPAF, CPFF, LOE, FPLOE, FFP, T&M, IDIQs, etc.) with varying degree of complexities.
  • Individual must possess 3+ years of experience in project management, earned value management and financial management.
  • Experience in providing financial tracking and support for the government customer in areas of Program Control, Finance, Cost Estimating, Financial Analysis and Accounting.
  • Knowledge of general and corporate business practices, government contracting regulations and principles, and accounting and finance principles.
  • Can make decisions using sound judgment while complying with policies, procedures, accounting principles.
  • Ability to balance long-term thinking with short-term execution.
  • Strong organizational and communication skills, the ability to perform effectively within deadlines.
  • Ability to prioritize and work with minimal supervision, be persistent in follow-through.
  • Proficient in MS Office Software (Excel, Word, PowerPoint).

 


Target salary range: $65,001 - $75,000. The estimate displayed represents the typical salary range for this position based on experience and other factors.
