This customer is responsible for designing, building, and operating national security-related systems based in space, in the air, and on the ground. NSS has an opening for a Program Management Office (PMO Software & Systems Integrator to provide systems engineering and technical advisory (SETA) services for agile software systems acquisition to a rapidly expanding Government Intelligence Community (IC) customer. The customer is developing next generation of space and ground systems architectures, hardware and software solutions.

The Software & Systems Integrator provides support to the PMO in execution of mission critical systems for an exciting new Mission Area for Space Domain Awareness (SDA).  Tasking and priorities include oversight, management, review, analysis and reporting to ensure efficiency and effectiveness of solutions, products, systems, and programs.

The Software & Systems Integrator is part of a team of high-performing Subject Matter Experts (SMEs) whose support will focus on executing a new acquisition to develop and field a ground-based information system with a common mission framework that will use hosted applications in a cloud environment to support the protection of NRO space assets.

Responsibilities will include but are not limited to: 

• Provides System Engineering, Integration, and Test (SEIT) subject matter expertise to ensure software development program executes on schedule and within cost.
• Observes, monitors, evaluates, and reports Contractor’s performance in executing software development that uses the Scaled Agile Framework (SAFe).
• Provides support to planning, organizing, and managing critical aspects of the development, production, and deployment to include planning and sprint closeout/demonstration events, lifecycle readiness, and Transition to Operations (TTO). 
• Evaluates system architectures, designs, and development plans and advises whether they meet or exceed enterprise technical requirements and Stakeholder expectations.
• Provides technical support for development of pre and post-award documents (e.g., Request for Proposals (RFPs) and Engineering Change Proposals (ECPs)) and the evaluation of Contractor proposal responses. 

Qualifications

Required Qualifications:

• Active TS/SCI clearance with polygraph
• Bachelor’s degree and 9 years of relevant experience; Masters Degree and 7 years of relevant experience
• Knowledge of agile and project management methodologies
• Experience collaborating and coordinating activities and products across multiple stakeholders
• Ability to analyze problems and propose solutions
• Ability to multi-task and operate in a fast paced, demanding environment
• Effective interpersonal, written, and verbal communication skills

Desired Qualifications: 

• SAFe (or similar) certification
• Proficiency with Atlassian tool suite (Jira, Confluence, etc.)
• Knowledge related to managing technical, cost and schedule performance of software development programs
• Experience using Model Based Systems Engineering (MBSE) to support requirements, design, analysis, verification, and validation
• Experience in software development, systems integration, and/or test
• Experience working in Agile, SAFe, and/or Scrum software development frameworks
• Previous experience supporting the NRO
