SAIC has a funded need for a mid-level or senior Acquisition Subject Matter Expert (SME) to fill a key position supporting a Government Intelligence Community (IC) customer charged will delivering solutions across a range of rapidly expanding and complex space and ground system initiatives.

The Acquisition SME will be a member of a team of high-performing mission and system engineers that directly support the Government in defining, developing, and evolving a state-of-the-art ground system. This position will serve on-site with the Government customer located in Chantilly, VA.

Job responsibilities may include: 

• Cost estimation process owner
• Develop and updates acquisition strategies and plans
• Develop Requests for Proposal (RFP) and Engineering Change Proposal (ECP) documentation
• Evaluate RFP and ECP cost and non-cost responses
• Provide support to finance, program control, and budget planning, tracking, and execution
• Evaluate and recommends disposition for CDRLs and supplemental Contractor data
• Develop briefings and documentation material for client engagements and products
• Assist the client in performing day-to-day technical and non-technical program execution activities 

Qualifications

Qualifications

• Active Top Secret/SCI clearance with a Polygraph
• Bachelors and 5 years of experience OR Masters and 3 years of experience
• Experience in federal government acquisitions, procurement, and/or cost estimation processes and policy
• Knowledge of software cost estimation principles and best practices
• Effective written and verbal communication skills

Desired Qualifications:

• Bachelors and 9 years of experience OR Masters and 7 years of experience
• Experience analyzing current and out-year budget profiles for potential shortfalls
• Experience developing and updating RFP and other contract documentation (e.g., SOWs, SOOs, CDRL requirements)
• NRO experience in acquisitions, procurement, and/or cost estimation
• Experience applying earned value management principles to agile programs/projects
• Intermediate or advanced MS Excel skills
• Proficiency with Atlassian tool suite (Jira, Confluence, etc.)
