SAIC is seeking to hire a Manpower Support Analyst to join the team located in Pearl City, Hawaii.

Note: this position does allow telework. Candidate must reside in or near Oahu, Hawaii and be able to work onsite when needed. 

About the Program:
The Software, Simulation, System Engineering and Integration (S3I) Directorate, DEVCOM Aviation & Missile Center (AvMC) is supporting the USINDOPACOM Organization on Oahu, Hawaii.  The USINDOPACOM J1's mission is to ensure manpower and personnel counsel and support in order to develop best military advice to national decision makers and provide strategic direction to the Joint Force, enabling global integration to achieve maximum comprehensive Joint Force readiness.

The successful candidate provides support the INDOPACOM J1 (Manpower and Personnel) Organization analytical and problem-solving skills for Joint Manpower and Organizational disciplines. Additionally, the successful candidate will provide manpower data analysis and data system Update.  

General Responsibilities

  • Develop multiple viable Courses of Action for 2- and 4-star General/Flag/SES Executives
  • Possess the ability to communicate and contribute to a small cohesive team 
  • Review Military and Civilian Position Descriptions for validation in compliance with Law, Policy, and Guidance
  • Contribute to the Joint Manpower Strategy for HQ INDOPACOM, HQ JIOC, JIATF-W, Offices of Security Cooperation, USFK/CFC/UNC and USFJ
  • Assist with Joint Manpower requirement development project to capture new workload from NSS, NDS, NMS, NDAA, and NSC-directed planning requirements
  • Implement HQ's Reorganization project with crosswalk of Joint and Service manpower positions to new structure
  • Support Design and Implementation strategies for the Commander (COM), Chief of Staff (COS), and Directors on effective manpower studies, workload factors, and organization design of permanent workload for the command
  • Assist in the preparation of the FY23 HQ INDOPACOM Manpower Study execution, which includes developing and analyzing workload data collection
  • Develop Standard Operating Procedures in support of INDOPACOM's Joint Manpower Program 
  • Analyze Change Manpower Package submissions from the INDOPACOM Joint units 
  • Lead the coordination of the INDOPACOM Instruction for Joint Manpower Program
     

Qualifications

Required Clearance: 

Bachelors degree with ten (10) years of experience; four (4) years of experience accepted in lieu of degree.

Required Skills

  • Possess working knowledge of Fourth Estate Manpower Tracking System (FMTS) for manpower statistics and reports
  • Ability to analyze Joint Duty Assignment List (JDAL) submissions for formatting and to ensure compliance with Joint Staff Policy and statutes
  • Posses the knowledge, skills and abilities required to develop Courses of Action for 2- and 4-star General/Flag/SES Executives 
  • Critical Thinking is required
  • Must be a highly effective communicator (both verbal and written)
  • Must be a Leader and Self-Starter
  • Appropriate Grammatical clarity is required
  • Optimally, the candidate would be located in Oahu, HI with the ability to access Camp Smith but remote support will be considered to support this important mission

Required Clearance:

Interim Secret required prior start of employment with the ability to obtain and maintain Secret; US Citizenship required.
