SAIC is seeking an Acquisition Security Specialist to support the Office of the Deputy Under Secretary of the Navy for Intelligence and Security, or DUSN (I&S), as part of a cross-functional Department of Navy (DON) team charged with developing, implementing, and overseeing the Small Business Innovation Research (SBIR) / Small Business Technology Transfer (STTR) Due Diligence process.  Responsibilities will include supporting DON SBIR/STTR due diligence activities to identify potential risks and concerns with regard to patents, regulatory risks, cybersecurity risks, and foreign ownership, control, and influence (FOCI) concerns.

Job duties include: 

• Providing acquisition security support for due diligence reviews of the DON’s SBIR/STTRs, as well as fundamental research and Research, Development and Acquisition (RDA) efforts.
• In coordination with DUSN (I&S) Industrial Security and Counterintelligence (CI), developing and documenting the overall process flow for all SBIR/STTR award phases, to include DON risk review boards
• Providing administrative support (i.e., scheduling, organize, notes, after action report) for the risk review board
• Coordinating with Navy, Marine Corps, Defense Counterintelligence and Security Agency, and other stakeholders to inform S&T and program protection planning as award phases change
• Monitor S&T and Program Protection Planning within SBIR/STTRs, to include Fundamental Research and RDA efforts.
• Consult Technology Area Protection Plans (TAPPs), Critical Program and Technology List (CP&TL), and Critical Program Information (CPI) lists, as needed, to assess need for horizontal protections.
• Provide analytical support.

Qualifications

Required Qualifications: 

• Bachelors degree  or equivalent plus 5 years of experience
• TS/SCI Clearance
• DoD acquisition and/or contracting experience
• Understanding of software development best practices, terminology, and methods
• Understanding of technology protection best practices
• Ability to work both independently and with personnel from multiple organizations
• Strong communication (written and verbal) skills 
• Ability to work in a collaborative environment

Desired Qualifications: 

• Experience with SBIR/STTR
• Experience supporting threat or risk assessments
• Demonstrated ability to work from high-level, limited and evolving guidance to produce timely and effective results are highly desirable
