Description
SAIC is hiring a Senior Operations Manager to support the Office of the Deputy Critical Technology Officer for Critical Technologies (DCTO-CT), Under Secretary of Defense for Research and Engineering (OUSD(R&E) to oversee the organization’s operations and mission execution as well as the development of organizational change and management plans. Duties include, but are not limited to: strategic and operational planning, communications, problem solving, office infrastructure management, oversight of workflow management and prioritization, running of reporting processes, oversight of security and clearance processes, personnel and functional area synchronization, and provide decision support to achieve mission outcomes.
A perfect candidate will have depth and breadth of knowledge of: organizational analysis (e.g., analytical and evaluative methods and techniques for assessing staffing capacity and capability; missions; management principles and processes); and programmatic planning and analysis (project and organizational cost, schedule, performance and risk) in the context of OSD-level organizational mission dynamics between operational requirements (e.g., Combatant Commands, Joint Staff), budget (e.g., OSD CAPE), and DoD weapons systems development and acquisition (e.g., OUSD(R&E), OUSD(A&S)).
Job duties include:
· Develop, recommend, and implement modifications to current procedures and policies to improve efficiency; develop new standard operating procedures (SOPs)
· Provide organizational management to include staffing analysis; support director-level organizational surveys (seek feedback from the staff); provide recommendations on staffing efficiencies to accomplish organizational goals
· Work with front office staff (e.g., workflow manager, legislative affairs) to:
- Assess impact of taskers and new laws/policy on the organization
- Support the development and tracking of taskers/action items assigned to the organization to facilitate timely senior leadership feedback and approval
· Provide key knowledge management functions
- Evaluate and advise on the organization, methods, and procedures for providing administrative support systems such as records, communications, directives, forms, files, and documentation (e.g., improvements organizational and project level data for ease of searching and sharing)
- Analyze management information requirements to develop program or administrative reporting systems including the systems specifications, data gathering and analytical techniques, and systems evaluation methodology
- Recommend KM technology where applicable (e.g., advise on the potential benefits/uses of automation to improve the efficiency of administrative support or program operations)
· Develop monthly reports/briefs on significant activities with a focus on quantifiable progress; report on the effectiveness of projects and processes
Organize and facilitate internal and external communications on a wide array of subjects including internal and external tasks, program reviews, meetings, congressional events, invitations, speaking events, and resources
Job Duties Include:

· Gather information; articulate, analyze, and solve problems; visualize and present information; and provide decision support to achieve mission outcomes
· Create/manage communications for the enterprise, group, and individuals including meeting agendas, briefings, and meeting minutes
· Develop weekly reports on significant activities, report on the effectiveness of events and processes
· Supervise the front office contract staff (e.g., workflow manager, legislative affairs) to:
o Assess impacts of taskers and new laws/policy on the organization
o Support the development and tracking of taskers/action items assigned to the organization to facilitate timely senior leadership feedback and approval
· Provide key knowledge and information management functions
· Evaluate and advise on the organization, methods, and procedures for providing administrative support systems such as records, communications, directives, forms, and files

Required Qualifications
Active Top Secret/SCI clearance
· A bachelor’s degree with ten (10) years of relevant experience
· Strong leadership, problem identification/resolution skills, flexibility, initiative, and a proven ability to work with Senior Executives efficiently and effectively
· Excellent communication skills; experience writing white papers, briefings, correspondence, and reports
· Exceptional organizational and teambuilding skills and interpersonal skills
· Extensive experience from a Service Staff, Joint Staff, or similar DoD or COCOM level staff.
Desired Qualifications
· Master’s degree
· Experience as a Chief of Staff or Operations Manager. Understanding of JCIDS, PPBE process, POM cycle, CATMS/TMT or other tasking system, and Adaptive Acquisition Framework
· Strong knowledge of OSD-level organizational structure and understanding of the National Defense Strategy and DoD Critical Technology Areas (CT)
