SAIC is looking for a dynamic and innovative Senior Program Manager (SPM) with excellent management and people skills. This position will require technical acumen to oversee a complex, multi-disciplinary engineering program in an innovative, dynamic, and dispersed work environment.  Ability to articulate and communicate across all levels of program personnel up to and including senior sponsor executives.

As SPM for a flagship program within the IC, the SPM leads and takes ownership of all matters relating to and adherence of all contract requirements including controlling financial and administrative costs, staffing, tracking and delivery of contract deliverables, subcontracting, quality assurance, and other requirements as levied by the sponsor.  The program delivers full IT development lifecycle, operations and management (O&M), security and authority to operate for mission-aligned applications, services, and data operations relating to the deterrence of terror.  Technical oversight includes, working with the program’s Chief Architect (CA) to provide full IT Service Management – from requirements to planning to transition/release planning to operations.  The SPM supports the sponsor’s goal to incrementally improve staff performance via skills alignment and team efficiencies (people), application and improvement of appropriate methods for a variety of tasks (process), and integration of innovations in modern cloud-based architectures, analytics, automation, and data management (technology).  

The SPM oversees compliance with quality standards, service level agreements, and contract compliance, and is responsible to escalate risks to Sponsor and SAIC leadership before they become issues. This position provides the opportunity to lead a team that matures the operational excellence of an agency vital to the safety of our citizens.

Responsibilities include:

  • Directing efforts of complex teams and methods, including SAIC, Sponsor, and subcontracts at multiple on-prem and remote locations
  • Functioning as the primary point of contact with Sponsor and representatives on project issues, engaging team resources as appropriate.
  • Driving business and staff development.
  • Routinely Briefing leadership on program status, milestones, and progress against plan.
  • Developing procedures, planning and directing execution of the contractual, technical, multi-disciplinary engineering, programming, maintenance, and administrative for all IT activities.
  • Manage acquisition and employment of project resources and control financial and administrative aspects of the project.

Qualifications

  • Active TS/SCI clearance with Poly is required
  • Bachelor’s degree ideally in a STEM discipline or related technical field or Bachelor’s degree in a business or management-related field with a minimum six years’ experience managing complex engineering task orders.
    • With complex technical programs encompassing full IT development, lifecycle, operations, modernization of technology and processes, and planning across multiple organizations.
    • Experience managing and balancing prime and subcontract skill mix while ensuring coverage and corporate financial goals are met or exceeded.
  • Active certification in one of the following is also required: 
    • Active Project Management Institute (PMI) Project Management Professional (PMP) or Program Management Professional (PgMP). 

Desired:

  • Master’s degree in a STEM discipline or related technical field or business.
  • Minimum 10 years as Contractor Program Manager to Government
  • Minimum 10 years of experience in a CT/IC environment managing IT-related programs, application modernization, multi-cloud adoption, security, operations, dataops/data fusion, producing intelligence products.
  • Minimum six years of experience leading a team applying a variety of project-delivery methods including agile, scaled agile, ITIL/ITSM, DevSecOps, and specialized practices around AI/ML/NLP and data-centered solutions. 
  • Demonstrating experience managing programs of a minimum of 100 FTEs.
