JOB DESCRIPTION: 

SAIC is seeking a highly motivated Business Operations professional to join our expanding, multi-disciplined team supporting the U.S. Border Patrol.

SAIC is a key service provider supporting US Border Patrol acquisition programs. The selected individual will work collaboratively with the program management team and technical leads, while reporting directly to the Program Manager of the AMPTS II Program.  The successful candidate will be a detail-oriented, self-starter with demonstrated executive level support experience in all facets of strategic and operational functions.

This position requires excellent verbal and written communication skills; the ability to develop, translate and execute strategies, adapt and adjust course, and experience in leadership (supervisory or management roles) overseeing multiple teams or departments.  In addition, the position requires:  project management experience, ability to compose and review high level documents, and proficiency in data analysis and budget management.   We also expect the individual to provide the capabilities to:  develop reports, conduct research, and coordinate between high level executives and members of the staff and other department equivalents.

SAIC’s AMPTS II Program management provides life cycle acquisition, engineering and sustainment support services to the U.S. Border Patrol.  The candidate will join a team composed of program management professionals, scientists, engineers, subject matter experts, and analysts focused on improving operational capabilities and efficiencies along the US Borders. This position is based in the National Capitol Region and expects up to 20% travel within the continental US.  A hybrid work environment (home/office/customer site) is expected.

Responsibilities include:

  • Professionally handle sensitive information and maintain confidentiality.
  • Manage the Program Manager’s schedule, including scheduling meetings and planning travel.
  • Provide Program manager with recommendations and consultation to improve teamwork across the organization.
  • Assist Program Manager in determining and prioritizing business strategies.
  • Monitor, analyze, update and report on administrative, operational and financial aspects of the program.
  • Manage and oversee strategic internal and external communication.
  • Coordinate, organize conferences, teleconferences, seminars and other events.
  • Attend and act as recording staff member at all management meetings, take formal minutes, prepare action items, transcribe and distribute to team members. 
  • Provide Program Manager assistance, such as drafting and editing memos, developing strategic documents, preparing communication, and other documents and reports for executive level consumption.
  • Maintain, gather, and analyze data for various purposes.
  • Ensures that prime contractor and subcontractor systems and processes can adequately support reporting, financial, security, and other requirements of the contract, and provide guidance for modifications or workarounds where there are conflicts.
  • Serves as primary focal point for contract staffing and onboarding.
  • Develop, maintain, and update the Contractor Staff Onboarding/Offboarding checklist. 
  • Ensure all labor hours (including subcontractor labor hours) incurred for contract performance services are submitted in the status reporting MSR and other contract deliverables.
  • Works with Program Control/Finance Analysts to status and formally request funding when/as necessary.
  • Monitor delivery and quality of products/services against predefined schedule and performance metrics. 
  • Continuously assess and improve business operation processes to gain efficiencies.

Qualifications

  • Bachelor's and fourteen (14) years or more experience; Masters and twelve (12) years or more experience; PhD or JD and nine (9) years or more experience. 
  • Eight (8) years of supervisory or managerial experience organizing and directing multiple teams and/or departments.
  • Five (5) years supporting or operating in an executive level environment.
  • Budget Management Experience.
  • MS Office (particularly Access and Excel) proficiency.
  • Program Management Certification preferred.
  • Proven success in project management or project coordination role.
  • Strong project reporting skills with a focus on interdepartmental communication.
