SAIC has an immediate opening for a Senior Policy Analyst to support the Headquarters Air Force Deputy Chief of Staff for Strategic Deterrence and Nuclear Integration, Office of Strategy, Planning and Policy (AF/A10P), International Treaties and Agreements Branch (AF/A10PI).  Work will be performed in the Arlington, VA area (Pentagon) and at Joint Base Anacostia-Bolling, DC.

 Job Responsibilities:

  • Provide subject matter expertise on implementation and compliance activities for arms control treaties and international agreements impacting Air Force equities
  • Provide analysis, recommendations, and support for AF positions during deliberations of planned or on-going AF programs, plans, and operations in multiple DoD, USG, and international fora including: DoD Treaty Compliance Review Groups (CRGs); DoD Treaty Implementation Working Groups (IWGs); Interagency Backstopping meetings; and International Treaty Consultative Commissions/Groups
  • Provide assistance to AF/A10P in interpreting arms control treaty and agreement obligations in order to provide inputs to AF leaders in the development of strategy and planning
  • Support other HAF Staff Offices and MAJCOM Treaty Compliance Officers (TCOs) to plan and execute treaty compliance exercises to train AF personnel and prepare for real-world treaty verification activities
  • Support, as needed, the development of and updates to computer-based training modules
  • Draft and coordinate Air Force Instructions (AFIs) detailing Air Force treaty implementation and compliance plans as required by DoD guidance
  • Utilize MS Office applications to develop briefings and presentations
  • Draft issue papers, reports, meeting minutes and other documents, as required
  • Draft and coordinate staff packages for review and approval

Qualifications

Required Education and Experience:

  • Bachelor’s Degree and ten (10) or more years of related experience; Master’s Degree and eight (8) years of related experience  

Required Clearance:

  • Secret clearance required to start; Ability to obtain a TS/SCI required to maintain employment
  • US citizenship required

Required Skills: 

  • Knowledge of the organization and functions of the Department of Defense
  • Excellent oral and written communication skills
  • Ability to work both independently and within a team
  • Demonstrated superior research, analytic, and writing skills required

Desired Skills:

  • Understanding of Air Force processes
  • Knowledge of arms control treaties (New START, Chemical Weapons Convention, Conventional Forces in Europe, Vienna Document and related areas)
  • Familiarity with deterrence and arms control literature, including Cyber and Space implications for future arms control
