Description

SAIC is seeking a top-notch Facilities Project Manager/Business Process Analyst to join our talented team at Las Cruces, NM. This position will have dual responsibilities of project management as well business ops and requires an active Top Secret Clearance with Polygraph.

The project management responsibilities include coordination, planning, and prioritizing projects ranging in value from $50K to $20M or more.  In this role you will serve as an interface between the on-site government facilities management organization, design and construction contractors, Site Operations and Maintenance (O&M) support contractor, local utilities, and all other customers and stakeholders on matters related to customer requirements, project prioritization, and execution. You will be responsible for overseeing all phases of the project life cycle, to include requirements development, programming, design, construction, and closeout.

Responsibilities include:

  • Act as the liaison, reporting to and coordinating with U.S. government representatives at multiple levels
  • Oversee the Site O&M support contractor, construction contractor, and/or A/E during project execution to ensure that customer requirements are accomplished on time, to the specified quality, and within budget
  • Coordinate resource allocation and maintain document control
  • Develop and deliver construction cost estimates
  • Maintain and report on project management data
  • Analyze and take the initiative to improve on organizational processes 

The business operations responsibilities include strategic planning, budget programming and planning, and overall office coordination. In this role you will serve as an interface between the on-site government facilities management organization, NRO HQ, and the Site O&M support contractor on all matters related to out-year planning and executive communication.  

Responsibilities include:

  • Serve as a member in strategic planning meetings
  • Develop processes and identify opportunities for improvement and implement the improvement
  • Participate in budgeting planning and programming exercises
    • Determine site priorities through interviews and discussions with team members, customers, and other contractors
    • Gather all required data and submit it as required
  • Ensure proper coordination with site leadership, the HQ organization, and Congress when necessary
  • Ensure up-to-date project management data
  • Participate in established facilities forums

Qualifications

  • Active TS/SCI with polygraph
  • Bachelors and 10 years or more of related experience; Masters and 8 years or more experience; PhD or JD and 5 years or more experience. 
    • Note: Professional experience may be substituted in lieu of a degree
  • Demonstrated project management skills associated with managing performance, budget, schedules, and adhering to control gates
  • Demonstrated business operations skills associated with strategic planning, budget programming and planning, and communication
  • Demonstrated track record of adhering to tight schedules along with the ability to work in a team environment

Desired Qualifications:

  • Familiarity with the client
  • Familiarity with facility electrical and mechanical systems
  • Demonstrated experience with project and construction estimating
  • Experience with commercial/industrial construction
  • Experience with MS Project, or an equivalent scheduling tool, and schedule analysis
  • Knowledge of federal, state and local building and safety codes
  • Project Management Institutes’ PMP or equivalent project management certification
