Description
SAIC is seeking a senior international policy analyst to provide analytical support to the Office of the Under Secretary of Defense for Research and Engineering (OUSD(R&E)). Senior International Policy Analyst duties include:
Plan and execute meetings and events between senior U.S. officials and their international counterparts. Coordinate logistics
Write and maintain OUSD(R&E) focused country products
Provide support liaising with the appropriate counterparts in the OSD Components and Services
Coordinate with country-specific action officers to ensure actions are completed between major engagement meetings; and coordinate with the appropriate technical personnel within OUSD(R&E), including OUSD(R&E) Field Activities to complete outstanding actions between major engagement meetings
Maintain situational awareness of S&T cooperative activities in assigned geographical areas of responsibility, and liaise with technical subject matter experts within OUSD(R&E) and OUSD(R&E) Field Activities, as well as counterparts in the Services and OSD Components
Liaise with the OUSD(A&S) International Cooperation Office to develop or staff Memorandum of Understanding (MOUs), Project Arrangements/Agreements, Equipment and Material Transfer Arrangements (E&MTAs), Working Group Terms of Reference (TOR), and OUSD(R&E) assessment of proposed international armaments cooperative agreements
Conduct data extraction and analysis from the International Agreements Data Base in response to enquiries regarding specific country activities or on technical topics
Work with OUSD(R&E) travel planners to set up international travel and coordinate appropriate country/security clearances for major OUSD(R&E) international engagements, as needed
Qualifications
A bachelor’s degree with at least 8 years of relevant experience
Strong leadership, problem identification/resolution skills, flexibility, initiative, and a proven ability to work with Senior Executives efficiently and effectively
Proficiency in Microsoft (MS) Office to include PowerPoint, Word, Access and Excel
Strong written and oral communication skills
Ability to work in a dynamic government work environment and have strong interpersonal skills with the ability to work as part of a team
