SAIC has an opening for a Contracts Specialist to support contracts/ and related business processes throughout all stages of the contract management life cycle. The right candidate will be able to work independently and function effectively as part of a team and interact with people from junior to senior-most levels. This individual should have experience meeting deadlines, and prioritizing contracts related items across large organizations.  This role joins a team providing complete life cycle acquisition technical advice and support to our NRO’s Communications Directorate customer.  Qualified candidates must provide acquisition and contracts expertise, continuity of effort, and value-added judgement on a full spectrum of activities from pre-acquisition to program execution and performance management.  Current TS/SCI level clearance with Polygraph is required.

Responsibilities: 

  • Assist the Government in establishing high-level contract strategy and driving implementation of strategic contract opportunities.
  • Post-Award Acquisition Support: Provide advice, recommendations, and document support to multiple disciplined offices in all areas of the acquisition post-award phase. Acquisition post-award support includes: Contract Administration, Contract Modification Support, Delivery/Task Order Support, financial tracking, attending PMRs/BMRs and providing analysis of progress, and Award Fee management. 
  • Provide contractual domain expertise in implementation, execution and administration for all aspects of contract management
  • Champion contract policy and procedure revision and improvement.
  • Understand the business cases and have an appreciation of financial/analytical issues.
  • Analyze significant, and/or unique contract requirements, special provisions, terms and conditions to ensure compliance with appropriate laws, regulations, and policies.
  • Manage contract change control process and support bid review and proposal requests.
  • Develop negotiation strategy and lead negotiations on complex contractual issues.
  • Correspond with Government and developers regarding contract status, requests for additional information, etc.
  • Support project accounting functions regarding maintenance of contract files.
  • May prepare complex requests for proposals.
  • May mentor and train less experienced professionals

Qualifications

TYPICAL EDUCATION AND EXPERIENCE: Bachelors and six (6) years or more of related experience; Masters and four (4) years or more experience; PhD and 0 years 

Significant experience may be considered in lieu of education.
  
  • Ability to establish trust-relationships as well as build and lead highly functioning, multi- faceted and “joint” teams across various operational sites
  • Demonstrated ability to simultaneously manage multiple tasks and deliverables
  • Possess knowledge of industry accepted standards and best practices related to Acquisition, Contracts Management and Project Management
  • Proven technical IT expertise and communications skills that demonstrate the ability to interface with all levels of management
  • Demonstrated ability to conduct analysis and evaluations - making recommendations and providing professional advice and assistance to include preparing criteria and analytical aids, briefings, reports, and presentations 
  • Experienced in resource and requirements analysis, planning, coordination, and scheduling
  • Ability to apply technical expertise in proper context for management review
  • Skilled/comfortable working in high-tempo environment, able to be flexible and to adjust to dynamic political, technical and/or fiscal challenges 
  • Active TS SCI clearance with Polygraph 
  • DAWIA level I or II desired
