SAIC is seeking a Senior Analyst. The position involves direct support to the unit leadership, Program Manager (PM) and Contracting Officer’s Representative (COR) to assist in the preparation, administration, and closeout of Purchase Request (PR) packages for Contracts, Interagency Agreements, and Military Interdepartmental Purchase Requests related to the mission of combating weapons of mass destruction (CWMD) for the Defense Threat Reduction Agency (DTRA).  Work will be conducted on the government site at FT Belvoir, VA.  There may be opportunities to telework.

  • Provide direct support to the research team in execution of their duties and responsibilities.
  • Monitor the budget for approximately 30 projects in close coordination with the office chief.
  • Provide contract administrative support assistance for the preparation, administration, and closeout of PR packages, contract modifications for actions such as funding, period of performance extensions, and administrative modifications.
  • Support package building, coordination, and staffing of Interagency Agreements/Interagency Orders and Military Interdepartmental Purchase Requests (MIPRs).
  • Ability to understand and execute different types of funding [e.g., Research and Development versus
  • Operations and Maintenance Funds (O&M]).
  • Provides contract expertise in the development of PR checklists, Independent Government Cost.
  • Estimate, market research, cost narratives, technical evaluations, and related job responsibilities.
  • Performs cost/price analysis including the review of complete cost and pricing data to assist PM/COR on the reasonableness of contract-related requests.
  • Coordinate with financial and contracting specialists to maintain visibility on the status of PR packages.

Qualifications

Required Qualifications:

  • BA/BS degree in a related field and 5 years of relevant experience. 
  • Government contracting is required.
  • In-depth experience with Government invoicing.
  • Strong and effective verbal and written communication skills.
  • Adept with MS Office Suite and strong organizational and planning skills.

Clearance:

  • Active Secret clearance is required.  All applicants must be able to obtain a TS/SCI.

Desired Skills:

  • Experience with the Consolidated Acquisition Tool (CAT).
  • Ability to work in a dynamic work environment.
  • Strong interpersonal skills with the ability to take initiative and work independently as appropriate.
  • Ability to problem-solve in a time constrained environment.
  • Ability to prioritize tasks through strong organizational skills.
