SAIC is seeking a Messaging Systems Engineer to support SAIC’s Prime Program, Landmark AOS in Chantilly, VA.  Landmark AOS is a large SETA program, supporting the NRO’s Ground Enterprise Directorate (GED), responsible for the acquisition of systems over the complete end-to-end life cycle.

The Messaging Systems Engineer will provide SETA support for the acquisition of intelligence community (IC) national intelligence ground R&D systems (hardware and software), cooperatively with government, FFRDC, and other SETA contractors. In this role you will actively support GED’s Enterprise Data and Platform (EDAP) transformation.

The Messaging Systems Engineer will support n team that focuses on a diverse set of systems that directly support the customer’s overhead missions across GEOINT and SIGINT constellations.

Resiliency in this space is imperative, so the Messaging Systems Engineer will need to understand mitigation strategy for critical GED capabilities through implementation of multi-site and multi-zone cloud migration, and application containerization and re-factoring solutions. 

Responsibilities to Include:

  • Provide expertise in understanding, supporting, and advising the government regarding their diverse set of systems that directly support the overhead missions across GEOINT and SIGINT constellations.
  • Knowledge in the understanding and/or supporting of the messaging systems that are used to distribute the health, safety, or performance of customer systems overhead and on the ground.
  • Contributing on a team of high performing Subject Matter Experts responsible for analyzing contractor data, developing, and executing ECP’s, and providing technical analysis.
  • Exercising your working knowledge and thorough understanding of requirements management for NRO and NRO programs
  • Provide support to the Program Office in the execution of mission critical systems
  • Represent the government at developer lead release and sprint planning events; ensuring that the government and stakeholder needs are prioritized
  • Provide recommendations against solutions to assist in prioritizing developer backlogs in alignment with capability deliveries and Operations
  • Mentor software development projects through all phases of the Software Development Lifecycle (SDLC) process
  • Provide analysis of program data to ensure that accurate status of cost, schedule, and performance of development contracts in support of monitoring and controlling the program
  • Proactively engage with Agile Development teams to assess execution

Qualifications

Required Education and Experience:

  • Bachelors and fourteen (14) years or more experience; Masters and twelve (12) years or more experience; PhD or JD and nine (9) years or more experience
  • Active Top Secret/SCI clearance with Polygraph
  • 7+ years in support of Intelligence Community’s (IC) Mission Services and/or Messaging systems and capability development
  • Understanding of overhead collection, processing architecture, and systems
  • Experience developing or supporting the development of processing capabilities for ground systems
  • Knowledge of Agile Project Management methodologies
  • Demonstrated understanding of cloud computing technologies
  • Experience documenting requirements, user stories, and use cases
  • Knowledge of cloud software development
  • Knowledge of software licensing, enterprise licenses and commercial support
  • Experience with government program management, readiness, program control and budgeting
  • Strong communications and coordination skills
  • Ability to work in a fast paced, dynamic, and team environment
