Description
SAIC is seeking a Senior Systems Engineer to provide support to NRO's Integrated Systems Program Office (ISPO) with the Ground Enterprise Directorate (GED). The ISPO is an OPIR Joint Program Office responsible for acquiring the Overhead Persistence GEOINT Architecture (OPGA) that will provide the user community with OPIR capabilities in a modular, open architecture that provides global, persistent, real-time surveillance and activity-based intelligence information. This position supports a hybrid Agile process with the Government as the overall integrator in a Cloud Environment. The successful applicant will provide SETA support for a range of system engineering efforts and technical expertise, continuity of effort and value-added judgment, to advise and assist the customer’s leadership and contract teams.
SPECIFIC TASKING/PROJECT SUPPORT:
· Assess system-of-system architectures for developmental needs to meet evolving mission requirements
· Identify opportunities and develop roadmaps to integrate system-of-system architectures with other enterprise systems
· Assess system-of-system performance against current and future enterprise architecture requirements
· Develop strategic goals for creating or updating architectures to satisfy DNI-level requirements
· Collaborate with other intelligence agencies and the DoD to develop joint mission architectures
· Assist system and component-level execution teams with developmental planning to meet new requirements and architecture goals
· Coordinate artifacts and recommendations to be used by the government to inform planning and decisions
· Perform requirements traceability and coordinate requirement priorities to assist informed management decisions (budget, technical, and schedule)
· Conduct analysis, derivation and evaluations for/of requirements/needs affording recommendations
· Conduct analysis and evaluations- making recommendations and providing advice and assistance to include preparing criteria and analytical aids, briefings, reports and presentations
· Synchronizing and de-conflict inter-service/agency architectures
Qualifications
REQUIRED QUALIFICATIONS:
• Bachelors and fourteen (14) years or more experience; Masters and twelve (12) years or more experience; PhD or JD and nine (9) years or more experience
• Must be a US Citizen with active TS/SCI security clearance with polygraph
• Broad understanding of space and/or ground systems, hardware, software, operations, and their interdependence
• Working knowledge of AGILE Scrum and SAFe software development methods
• Working knowledge of IC principles, procedures
• The ability to work proactively, independently, and/or as a member of a highly effective technical team while developing approaches
• Demonstrated ability to establish and maintain effective working relationships with customers
• Proficient with Microsoft Office Suite and various SE, PM tools
**Requires overnight travel up to 3 percent of the work year
DESIRED QUALIFICATIONS:
• Familiarity with the Capabilities Based Assessment (CBA) process used to identify capability requirements and associated gaps
• Familiarity with acquisition trade studies and/or formal analysis of Alternatives (AoA)
• Familiarity with DoDAF and UAF architecture frameworks
• Familiarity with digital engineering and Model-Based Systems Engineering (MBSE) languages and industry-standard tools
• Direct experience supporting USAF SMC SBIRS System Program Office business operations/programs
• Detailed knowledge of current and future acquisition plans of the SBIRS program
• Detailed knowledge of OPIR Battlespace Awareness Center
• SAFe Agilist certification
