SAIC is currently seeking a Harm Assessment Cell Analyst to join our Civilian Harm Mitigation and Response (CHMR) team focusing on increasing the fidelity and readiness of CHMR capabilities and procedures for large-scale multi-domain combat operations (LSCO) in the Asia-Pacific region through the vehicle of USINDOPACOM Keen Edge Exercise.

Duties:

• Provide discipline expertise to support the CHMR mission as a representative for BLUFOR planning and execution for the Keen Edge USINDOPACOM exercise.
• Analyze current processes and procedures for CHMR in the Asia-Pacific region. 
• Refines and/or develops procedures explicitly tailored to the CHMR considerations of a high-tempo multi-domain large-scale combat operation based on lessons learned during exercise analysis and documentation.
• Identify and document civilian harm risks that should be factored into plans and capabilities development.
• Leverage compiled data to aid in identifying CHMR manning requirements for future operations.
• Work with ally countries to set the conditions for cultivation of shared practice for CHMR.
• Provide thorough documentation of lessons learned regarding CHMR integration into Bilateral exercises that will inform future INDOPACOM planning and contribute to Departmental learning on operationalizing CHMR requirements in LSCO.   

Qualifications

Education:

 Bachelor’s degree and (15) fifteen years of experience; Master’s degree and (13) thirteen years experience;

(MS Degree is preferred)

Note: Additional “relevant experience” will be considered in lieu of a degree.

Required skills:

• Requisite SME knowledge, skills and abilities (KSA) related to the focused discipline outlined above.
• Ability to generate formal documentation (Test Plans, training plans, SOPs, databases, scenario, etc…)
• Proficient oral and written communications skills
• Must be a self-starter and require little or no supervision to address project requirements.
• Experience with the Joint Exercise Life Cycle (JELC) or equivalent Project Management experience
• Excellent knowledge and ability to use Microsoft Office products.
• Experience with customer relationship management
• Possess strong problem-solving skills
• Willingness to travel up to 25% of the time

 Preferred:  One or more years’ experience at a Combatant Command or Service Component, preferably in the Indo-Pacific AOR.
