Description

SAIC is hiring a Team Lead Office of Naval Intelligence (ONI) and their Small Business Innovation Research / Small Business Technology Transfer Due Diligence process. As a member of the ONI Due Diligence Team you will be responsible for developing and coordinating procedures for assessing Navy SBIR/STTR requests.  This position is hybrid remote.

Job Responsibilities:

  • In coordination with ONI, NIA OCEA-N, and NCIS support, develop, and contribute to the comprehensive review of SBIR/STTR proposals and associated vendors. The expected workload requires 2,000 reviews and written inputs per year.
  • Oversee the due diligence process for the ONI team and ensure that final write-ups and input are conducted and received in a timely manner.
  • Manage a team of due diligence experts including counterintelligence analyst, science & technology analysts, and all-source analyst. Management includes assigning tasks, providing feedback, and ensure that team members meet schedule and performance objectives.
  • Develop and implement policy and procedures to ensure that the due diligence process is transparent, accountable, and effective.
  • Collaborate with internal and external stakeholders to provide strategic guidance.
  • Manage budgets and resources for the team to ensure that the team meets program objectives and intent.
  • Assist in creating standard flow processes for ONI/NCIS analytic efforts (lessons learned from initial phase roll out of SBIR) / quality assurance.
  • Look for potential links and updates needed between SBIR/STTRs and CP&TL.
  • Create SOP/Best Practices for ONI/NCIS analytic process (as needed).
  • Support FOCI related activities and assessments inherent in other ONI technology transfer analytic efforts.

Qualifications

Required Education and Experience:   

  • Bachelor's degree and nine (9) years relevant work experience; Master's degree and seven (7) years' experience

Required Clearance:

  • TS/SCI required to start
  • US citizenship required

Required Qualifications: 

  • Bachelor's and 5 or more years of project management experience. 
  • Must be able to interface with all levels of functional/division acquisition offices to accomplish projects for the government program office. 
  • Strong analytical and problem-solving skills
  • Strong attention to detail, communication, and organizational skills
  • Work independently with minimal supervision
  • Experience with process improvement methods

Desired Qualifications:

  • Experience with SBBR/STTR
  • Experience supporting DoD software acquisition
  • Experience with acquisition and program management within the DoD community
  • Experience leading process improvement initiatives
  • Demonstrated work experience with DoD Intelligence Community (IC)
